Psychic Powers and Mind Control

Psychic Powers and Mind Control
Sidebar to Part III: Mental Firewalls and Models of Synthetic Telepathy
Allen Barker, Feb. 17, 2002

There are a good number of people in society who think they have psychic powers. Even though a psychiatrist might call this schizotypal, or perhaps a belief in special powers, that is only the bad religion of psychology. The truth is that no one really knows. From my point of view people can hold whatever religious beliefs or beliefs about the world that they choose to hold. I personally do not believe it, but there is a small chance that there are some of what are called "psychic" powers. I think, though, that people often do not understand their own intuition and the nature of time. That and an old-fashioned Nazi conspiracy explain what I see in the world. Given that plenty of decent people hold the view that there truly are psychic powers, though, this sidebar is about how that relates to mind control. Please understand that the issues of technological mind control do not go away or really change according to whether or not there are "natural" psychic powers.
First of all, psychic powers and ESP are the perfect psyop distractions from mind control. You rape someone's brain all the while telling him or her that it is a "natural phenomenon." If the victim buys it, you have a cooperating, though duped, subject. A victim who complains of electronic harassment and surveillance might be dismissed by some as just a "psychic harassment victim." Besides acting as a distraction from the issues of people being tortured, talk about psychic phenomena serves to discredit those who do so publicly. This is because of the ridicule that goes along with the subject among those who decide what others are allowed to think. Another very important point is that psychic phenomena can serve as a cover lie for the testing of electronic and other mind control weapons, devices, and techniques. That may make the population of people who think they have psychic powers especially vulnerable to the predators who scour the domestic population for human beings to test weapons on.

Let me assume, for the remainder of this sidebar, that there are some psychic phenomena and consider what follows from that. Consider a form of weak telepathy, for example. We know it is either weak or else there is a huge conspiracy of psychics trying to hide their powers. Consider the authentication protocol from the main essay, "What is the cos(1999)." Suppose Joe across town is psychic. Can he not receive such a simple message and manage to transmit back four digits? I have not seen any evidence of any such useful or verifiable information. I can easily send the same message in email, though, and soon will be able to have a device in my eyeglasses to do it from anywhere. But an interesting point which arises is that at the abstract, mathematical level both "natural" and technological methods of telepathy or remote knowledge work out about the same. We're only haggling implementation and strength. The basic nature of the human mind and communication stay the same, as do in fact most experimental techniques one might use to test for either.

Clandestine mind control research should concern psychics even more than ordinary citizens. Many psychics would like some scientific proof of the existence of such phenomenon. But when Nazis are on the rampage with technological methods of mind control, such experiments are essentially worthless. The experimental design has not ruled out such technological interference, influencing the results either one way or the other.

On a more sinister note, it is naive to assume -- if there truly are useful and powerful psychic powers -- that the secret government labs have not been all over them for years. The black budget labs would have dissected all sorts of "psychics" by now, making measurements all the time in order to technologically mimic what the psychic accomplishes. It is not magic. It may not be describable by current "open" physics but it is not magic. So if we suppose it is not magic then one has to wonder what sort of progress has been made in secret and how that knowledge is being used. What if it were politically desirable to "jam the psychics," to keep them from thinking in their natural mode of thought? The human brain can only put out less than a watt or so of power. The outlets in your home deliver far more power, and a secret transmitter somewhere could put out gigawatts. (And does electropollution have any bearing on this?)

Suppose that even more progress was made than just finding the mode of transmission and a method for jamming it. Suppose the actual modulation method of such transmissions were discovered, as well as how to generate them. Then what you have is a bunch of people hardwired to receive relatively weak transmissions which go straight to the core of the psyche. What better mind control method? It was already there in the first place, it just had to be hijacked by Nazis and employed against the natural psychic community. You would end up with the usual "natural" psychic signals but with a stronger technological signal superimposed over it. A technician wearing a psychic amplifier (or with such a device implanted) could outpower all the natural psychics.

Taking this a step further, a government could deploy its new hypothetical EWAR psychic phenomena detectors to track down the sources of psychic emissions. These would be human beings, of course, with the equivalent of a GPS lock on their body's location. Their thoughts could be read technologically -- any that went out on the "psychic channel" at least. This data could then be placed on a worldwide computer network, stored in a database, or processed in any other way that data can be processed. Natural psychics would also "hear" any technological broadcasts that mimicked the psychic signals they had the "gift" to be able to receive. What a setup for exploitation...

Even if we consider that the "mystical method of psychic transmission" has not been, or maybe even cannot be analyzed and reverse engineered into technology, there is still the issue of the weaponization of psychic space to deal with. It is no secret that governments have researched this area for some time, perhaps as more than just a psyop distraction. Some of the details of things like "remote viewing" that have come out are ridiculous, like where a subject is given a seemingly random integer "coordinate" and somehow knows what location that corresponds to here on the rotating earth spinning through the solar system. (Perhaps the integer is really the label of the technological experiment being conducted...) But let me continue to assume that there is some real natural phenomenon there.

Those who torture human beings by utilizing psychic space are every bit as bad as those who would do it with technology. One can hope that some more mystical spaces can take care of themselves, for example that the threefold law would be descriptive of what happens to those who use psychic space to inflict harm. Nonetheless, if that law ever once held it may need some extra help these days.
That is about all I have to discuss on the issue of psychic phenomena, so I will end with a list of a few things I ponder sometimes when I assume the hypothesis that "natural" psychic phenomena are real.

• Are natural psychics afraid to talk about the experiences? "Hey, I just heard someone think X, did anyone else? Send or receive?" A few people discuss such things but if the phenomena were widespread then that leaves many people not talking. Is there a conspiracy of idiots? Are some people unwitting psychics, perhaps not consciously or verbally in touch with it?

• Why can't even two psychics, a sender and a receiver, put on a convincing, statistically significant demonstration? Surely two out of however many there are would be amenable to scientific testing and the advancement of knowledge. A double-blind card reading/guessing experiment should do it, modulo any external technological interference. Do the other, conspiracy-of-silence psychics always know what is going on and jam such efforts?

• How strongly spatial or distance-based are such phenomena? What is the usual radius of effect, and what is the maximum? Is there the usual bell curve of abilities in this realm also? How does ability change with age? Is sending different from receiving? Can training affect either? How can a person block such a channel at a time when he or she does not consent to it? If such phenomena exist, why can't you go to the library and find credible answers to these questions?

• Could some people act as "repeaters," spreading a wave across a population?

• What about the people locked up in mental wards because they claimed their thoughts were being broadcast or that they could pick up telepathic messages? Are some of these people really psychic? Wouldn't that be a human rights violation? Does no one care?

• What a luxury it would be to worry just about natural psychic phenomena if you were under technological electronic harassment.

• Just like with a wide-field technological device sending to many people, would you know if you were sending or receiving? Would you know if the guy next to you was sending or receiving, or if you were both receiving the same signal?

• If psychic phenomena do exist, does time have any bearing in that domain like we expect? How would you know it is not a dead person or a person from the future you are connecting with?

• Wouldn't it be presumptuous to get a little psychic glimpse of someone's mind and think you really knew anything about them or what their thoughts meant or what they were going through?

• If the "power to read men's minds" is so valuable, why does the psychic work stocking shelves in a department store? Not that that isn't valuable and honorable work, but why not poker championships? Why not other applications of the talent?

• If only certain people's minds can be read, perhaps it is their talent to "transmit thoughts into your mind" rather than yours to "read men's minds."

• Doesn't it seem like a connection such as a psychic link would make people more compassionate and empathetic?

• Could the people in Nazi Germany hear the psychic cries of a room full of men, women, and children being gassed to death in what they were told was going to be a shower? Did the slaveowners have psychic connections with the slaves they degraded and demeaned each day? Were they entertained? Disgusted? What did they feel?

Spies - Villians Not Heroes

INTRODUCTION

Spying is an age old practice carried out on behalf of groups, governments, corporations, even religious organizations but today’s spies are mostly desk bound rather than operating in the field; they monitor surveillance screens, they write, and they manipulate. Now, The Bard once wrote that all the world’s a stage and at least as far as modern day public figures are concerned, that is clearly true. However, few people realize that most players on the world stage are not only performing scripted roles but that those scripts are often prepared by writers who are spy agency plants or recruits.
Many other writers are also corruptible or worse, organized crime figures, many of these also being agency connected. This effectively gives those directing spy and/or crime operations direct control over world events and how they are perceived as well as social attitudes, opinions and even in some cases, our minds. Their first and best sell is to brainwash the public into believing that they are heroes. Of course in reality they’re not. They’re villains and this essay addresses that truth.
Many spies are placed in or recruited into key roles (both public and non public) where they can betray the general public with immunity from detection/prosecution. Contrary to the mass media portrayal of spying as some noble, heroic venture it is, in fact, more times than not a significant part of an overall conspiracy to oppress innocent citizens and suppress the truth. Again, this is done not on behalf of the general community but for the benefit of the criminal element that controls and preys on that community. In effect, that element is “The country” which spies protect in that they own it financially (usually as a result of criminal/dubious activity) and don’t want their crimes revealed. But by doing their dirty work spies become traitors to their real country which, especially in a democracy, should be the vast majority of the general population… not the land or its wealth or those that corruptly control both but the normal, average, law-abiding citizens that inhabit it.
This essay also deals with the various methods used by spies to betray us but the focus is on their treachery. By serving corrupt masters through their deceptions, their manipulations, their victimizations and other state sanctioned crimes they make themselves enemies of the people. Their functions/methods are often no less than crimes against humanity itself. A brief explanation of some of these methods follows (in no particular order).

INFORMATION CONTROL

Agencies have for a long time relied on controlling the flow of information to control our minds. That control has never been tighter than it is today. They place operatives everywhere that deception is convenient: politics, journalism, law enforcement, healthcare, bureaucracies etc. Forget the spy v spy scenarios of fictional fame, most spies victimize ordinary citizens. Also misinformation officers, like propaganda experts of all sorts, write for the mass media including writing news reports, ads, comedy, movies, articles, songs, books (including history books) etc. Hitler was infamous for organizing book burnings but these days that’s hardly necessary as today’s villains financially (through ownership) and practically (through staffing) control/censor the truth and/or totally prevent publication of it. Sex, violence and so on are not stringently censored but the truth regarding many important matters is brutally suppressed. Examples include the covert methodology and secrecy order protected technology outlined in this essay. Also course work in physics, psychiatry, law enforcement, even ethics reveals none of it (by design and law) thus allowing a range of crimes, unknown to most.
Sadly, people have become so comfortable with certain government/media/corporate lies, so conditioned to being “protected” from the truth that they actually don’t want to hear or read the uglier truths. They prefer instead to believe the fantasies that they’ve been fed. This is never more so than when talking about the crimes of the ruling classes; public figures, wealthy businessmen, powerful agency personnel etc. The excuses and self delusional belief systems adopted by those associating with these criminals (other community leaders, employees etc) is proof positive that aside from those primarily guilty of the crimes in question there are many others prepared to turn a blind eye for material reward, mate-ship, through fear etc. Then there’s the distracted general public, brainwashed not to care about anything that doesn’t directly affect them as individuals (see “DISTRACTIONS” below). I believe this to be the single biggest problem of all... not the unintelligent who can’t understand, not the corrupt who refuse to acknowledge but the inaction of the apathetic and fearful who don’t want to know.
Selfish apathy and fear are problematic enough when looking at publicized issues like the environment, climate change, war/terrorism, poverty, weapons/drug proliferation etc but there’s something worse… The censorship/misinformation issue is by its very nature self-concealing and so the real reasons for other big problems often remain hidden from public view and so protected from community comment. The real issues get scant and incomplete coverage. Many don’t even know there is a “censorship” problem; brainwashed by mass media propaganda into believing the media and thinking that spies are good not evil. They have no idea of the crimes spies commit to protect the ruling criminal elite from criticism. If people know and accept that many police are corrupt, that many public icons are untrustworthy, that businessmen will rob them why are they so slow to see that agency personnel are better placed than any of them to get away with murder etc. Official state secrets privilege allows these criminals to cover their activities with bogus national security laws. This secrecy in turn allows state sanctioned treachery when open government is the only acceptable democratic method.

SURVEILLANCE/MONITORING/HARASSMENT

Persons of interest (both good and bad) are monitored via satellite 24/7; many are also tormented and tortured through the use of satellite-based directed energy weapons and psychotronic attacks using neurophones (voice to skull technology), mind reading technologies and so on. For starters, all of us have our telecommunications monitored (via satellite e.g. the Echelon system), public figures also have audio/visual monitoring 24/7. Banned/censored writers, whistleblowers and anti-crime campaigners etc also have harassment 24/7… On top of that (strangely enough) terrorists, madmen and other criminals are also monitored but rarely stopped; creating a chaotic state of affairs for governments and agencies to control with legislation and high-tech interference in peoples lives.
This allows convenient events to occur without reference to the technology that could easily stop them but then, of course, people would wonder what else they’re used for if they were used to stop crime…

THEFT OF INTELLECTUAL PROPERTY

Computers/spies monitor telecommunications as well as all submitted writings, all real time conversations, and even some thoughts to create a mental slavery scenario where ordinary disempowered people can have their ideas stolen without recourse to the law. Monitoring of “persons of interest” who are not public figures actually also helps the corrupt to stay in touch with the common man (the silenced majority) and presents popular views and so on which are alien to the privileged few that run society. They do this not only because they’re thieves but because they will not tolerate honest men and women in their midst (there’s been a kind of “ethic cleansing”) and so have only one way of accessing and using those peoples ideas. The theft is covered with ridicule (the oldest spy trick of all) and denial. Because only the corruptible are accepted into public life it’s no surprise that most public figures are prepared to steal from the dis-empowered.

MEDIA FEEDBACK

I should start by pointing out that this is very common and is a criminal practice well known to all media bodies including Australia’s Press Council, Broadcasting Authority and Journalists Association. To date nothing has been done to prevent it. The main reason for this is that the mainstream media is today made up of companies which are (almost exclusively) owned and controlled by organized crime and influenced by corrupt agency connections. This feedback method involves the most basic of spy methodology: to destroy opponents by ridicule. It can involve leading questions, misquotes and/or apparent “mistakes” or covers.
OK, so this practice, the most common of all harassment techniques (except maybe for tampering with mail and personal items, aircraft swoops and emergency vehicle “appearances”) involves the satellite/computer collection and dissemination of surveillance results and the “feeding back” of these results through media scripts. For example, on a given morning a victim might say “I’ve had a gutful of corrupt governments”, he may play golf, he may make his car repayment etc etc. Later that day he tunes into his favorite news program or reads his favorite afternoon newspaper etc only to find a clear focus on stories involving the very things he said (out of context). As the days, weeks, months roll by the coincidences multiply and the situation is repeated through ads, comedy, songs etc etc each and every day (incessantly) sometimes for decades. The intention is to criminally harass the victim in the hope that they go mad, bad etc as they’re surrounded by coincidences. If they complain to friends, family, authorities they can appear paranoid and be discredited (like the spreading of false rumours and the encouraging of personal ridicule, spies fuel this process by setting it all up to distance victims from any possible source of help). If victims approach the presenters of the surveillance scripted material for an explanation they can be institutionalized or at least severely embarrassed when the presenter feigns ignorance and treats the victim like a stalker or something. These presenters are accomplices who follow the instructions of criminal executives and agency liars. They are no better than their puppeteers. Law-abiding people with integrity would not participate in any of this. Unfortunately many prominent people have no integrity, having sold their souls for opportunity.

FALSE FLAG OPERATIONS

The present day portrayal of many Muslims as crazed terrorists, through events like The World Trade Centre tragedy of 11/09/01, is no different to Nero burning Rome and blaming it on the Christians. Throughout history the guilty have branded the innocent to cover their tracks and destroy their critics. One recent example was confirmed by ex Italian President Francesco Cossiga who admitted he helped set up Operation Gladio, a rogue spy network operating under the auspices of the US intelligence apparatus. These “Gladio” villains carried out bombings across Europe for over 3 decades (ending in the 80’s), all aimed at branding their ideological political opponents as terrorists. Similar set ups can be carried out against individuals to frame them to look like criminals when, in fact, they’re innocent, even vehemently opposed to crime. Again the agencies and their masters do this to conceal their own activities by discrediting their opponents. With catch cries of “don’t talk to him/them” or “do something for your country” or a combination of threats and rewards they also gain the co-operation of associates who should, in reality, help the victim’s not the victimisers.

DISTRACTIONS

In Roman times rulers offered “bread and circuses”, the British spoke of “beer and skittles” and today’s catch cry remains “sex and drugs and rock n’ roll”. But whether it be a harmless pastime or a sordid preoccupation the effect is the same… people are focused on enjoying their own time and money with little or no concern for others they are out of the socio-political equation. The more time that’s spent on trivia and self gratification the harder it is for people to display integrity, altruism and compassion when confronted with life’s harsher realities. In other words, apathy takes hold. The encouragement of this situation is another agency function.

MURDERS

Scientists who know too much about secret weaponry/plans or who may pass on their knowledge/skills to others, celebrities who oppose crime in high places, whistle-blowers who have details on specific wrongdoings etc etc are the innocent ones that can be killed. Whether it be by a convenient accident (overdose, plane or car crash etc) or working off personal health problem (cancers, heart attacks etc can be induced via technology) or an apparent assassination (Manchurian candidates can be remote-controlled through brainwashing) the agencies are often the attack dogs that do the dirty work of the ruling elite. That elite then sit back smugly in denial and delusion about their role in the crimes in question.
Then there’s also the more widespread killings effected through things like the promotion of the use of dangerous foods/chemicals or the use of appliances like mobile phones. There’s also the suppression of cures for cancer and other diseases and the introduction of others; such as AIDS. The CIA even has contingency plans for culling a high percentage of the world’s entire population.

PERVERTING THE COURSE OF JUSTICE

It’s not just Masonic organizations that interfere here, agency personnel can masquerade as almost anyone (from a witness to a victim), they can stop proceedings/arguments with secrecy orders, they can prevent investigations by police or health experts and so on and so forth. They also sit behind the scenes and ensure that whilst media/government hypocrites willingly line up and condemn small time criminals (petty thieves, thugs, drug abusers etc) that more serious criminals (such as corporate fraudsters, statesmen “war mongers” and drug barons) are protected and are positively portrayed to the people. In addition, division is created between those few good people who may be closer to these criminals and those good people observing from afar. This removes any possible conflict.
Also, corruptible court and law enforcement officials, psychiatrists and others help to discredit those presenting the truth. It’s all part of the conspiracies of silence which are run on certain important matters. For psych’ experts used in court proceedings freeing the guilty and branding the innocent are well known practices. What’s not so well known is that the psych’ texts were prepared/vetted by agency psychiatrists to allow their colleagues to be used to silence anyone speaking the harsher truths. Terms such as “brainwashing” and “paranoid schizophrenia” were in fact penned by spy agency psychiatrists, principally to brand victims of covert harassment as being deranged and therefore not to be believed. Many agency targets as well as agency whistle-blowers have been destroyed in this way. Honest psychiatrists who try to blow the whistle on the practice are, like knowledgeable scientists, murdered.

INSTILLING FEAR AND SELF DELUSIONAL BELIEF SYSTEMS

Naturally mere mention of organizations like the CIA or the Mossad creates a panic in people because deep down inside they very well know that spy agencies cannot be trusted. It’s not that members of the public have done anything wrong but they know that spies have. So it is with those agency/crime accomplices who are guilty by association; those who turn a blind eye to what their mates or celebrity friends or business acquaintances are up to. (One denial by a smiling celebrity negates a mountain of information). They co-operate out of fear, self interest etc and will not give the time of day to their associate’s targets. Even many members of the clergy are prepared to sell their souls for the gains received in this way. Sadly they’ll support their powerful contacts and sell out the innocent. They must do this with stars in their eyes, a “nobody’s perfect” excuse with regard to powerful criminals and a “he must be mad” delusion with regard to the innocent. The result is that instead of being thrown to the lions with the innocent victims they join the crowd and enjoy the blood sport. The level of hypocrisy is astounding.

PROVOCATION

The work of an agent provocateur has never been more effective than it is today.
Various harassment methods from surveillance feedback to audio torture by neurophone transmissions to high tech brainwave monitoring and even directed energy blasts are available to hurt/provoke their targets. Corrupt agency personnel and their criminal associates can also arrange aircraft swoops, siren wailing and face to face conflicts. With most people simple anger, fear etc may be the emotional responses but they do nothing illegal or immoral in response; just defend themselves. However, when this provocation is directed at potential criminals or those mentally limited in some way the response can be catastrophic. For example neurophone input (a form of remote brainwashing when used on the weak-minded) was used on Martin Bryant (the accused from The Port Arthur massacre) and John Chapman (the man who killed John Lennon). Modern Manchurian Candidates like these can be fired up from a great distance. And in fact people like this are more and more often becoming the useful puppets of spies who are tagged/monitored themselves and so are confined to surveillance/harassment room operations. They need dupes and scapegoats to do their dirty work and high tech satellite equipment allows them to organize this remotely.

SECRECY

National security legislation, military acts, secrecy orders and all manner of official protection for crimes of the state are lined up to hide powerful criminals. Aside from what’s already been stated, if the resources/technology mentioned in this piece was made available to honest law enforcers instead of corruptible spies then everything from truth serums to satellite surveillance and mind reading technologies could be used to monitor, prevent, detect, capture, interrogate etc. Crime could be all but wiped out. But, of course, those controlling the technology (being themselves the greatest criminals of all) don’t want that. They want the mayhem to continue to justify crushing everyone’s basic human/civil rights so they fight their “war on terror” and launch “criminal crackdowns”etc. Meanwhile, spies and the ruling elite etc are protected, even from criticism, by the very technology that should be used to stop them. It’s all about control and money. There are no excuses, only lies and cover-ups. Goons from the secret service and other covert groups are all too often used to harass the innocent to protect the guilty from criticism.

DISCREDITING AND PUBLIC BRAINWASHING

Aside from the obvious personal promotion or destruction of the reputations of individuals via, lies/rumours/harassment etc (and almost every victim is confused about what has been said or how they’ve been set up) there are also elaborate hoaxes and scams run (using the secret technology mentioned). These include the promotion within the general community of notions such as the existence of aliens, ghosts, psychic phenomena etc. False beliefs flourish as a result.
How is it done? Easy… With the surveillance systems I’ve outlined. Computers hold a wealth of information on everyone. Couple that with secret technology that can move objects in any way and at frightening speed, and/or put a voice in your head and/or read your mind and/or cause you to hallucinate and/or feel pain, anger, sorrow etc etc. It’s all possible and from quite a distance away: Space.
Why is it done? Governments and corporations etc may want to silence or discredit someone; they may want human guinea pigs for an illegal experiment that no one would ever volunteer for; they may want to manipulate people (e.g. through a false psychic); they may want general community acceptance to legitimize an operation (e.g. NASA/military spending) etc etc.
Personally I believe that in each and every case of apparent paranormal psychic/alien phenomena there is a logical explanation leading back to the ruling elite (who betray us all by their secrecy on such matters). It’s all man’s inhumanity to man. There is a God and there is man. That is all. Everything else is the result of brainwashing and delusion.

BLACKMAIL

The crime/spy controlled media picks and chooses the timing, slant and effects of its reports so as to warn, control, stop or destroy monitored persons. The message being to do (or not do) something that may have no connection to the “story” at all. For example, if powerful criminals want to warn a government on a serious policy matter they can arrange for a sex scandal involving MPs to be publicized or focus on some “slip of the tongue” and blow it out of proportion.
More seriously, with access to geophysical weaponry, spies (esp. military spies) can alter the weather, cause earthquakes etc (using equipment like HAARP in Alaska) etc. Satellite technology can also start fires, shoot down planes etc (without detection). Agency personnel can deliver many nasty warnings to get the co-operation of others.

EXPERIMENTS

The modern term for brainwashing is mind control and today’s technology (incl satellite based neurophones, mind-reading software and mood management techniques) allows many mind control experiments as well as dream/idea/thought studies, set ups, remote torment/torture, interrogation, murder and more. The expanding scope of illegal human experimentation indicates that the oppressive control of the politically aware population is increasing. No longer are these operations restricted to the physical tampering with “missing persons” or “alien abductees”, today’s remote technologies are used to manipulate/restrict members of the wider population, across the broad spectrum of thinking, caring, knowledgeable people.
On top of this mental slavery is part of the overall slave trade which is currently third (behind the weapons and drug trades) on the list of illegal but lucrative human activities. All three are partially run by the CIA and other agencies and their criminal associates. And these are the people that are protected from scrutiny by bogus national security legislation and secrecy provisions… Without totally independent (and knowledgeable) regulatory or investigative bodies the agencies can act as they wish; breaking any legal/moral code and feeding off the population at will. All talk of a “need to know”, “protecting the population”, “classified” documents etc is usually little more than a phoney cover for sanctioned crime. In fact, the cover provided by bogus laws, wealth, power, position etc should be no defense yet laws and resources are made and allocated so as to provide cover for all manner of evil right up to and including illegal human experimentation and environmental ruin. In the case of national security, military, defamation and other laws the protection afforded the criminals far outweighs that granted to their victims.

ORCHESTRATED CONSPIRACIES

These range from conspiracies of silence concerning oppressed citizens (falsely branded as anything from nuts to terrorists) right through to large scale operations like wars and false terrorist threats (e.g. see the earlier reference to Operation Gladio under “False Flag operations”). In between we have individual assassinations (some using Manchurian candidates or dupes) and tragic events like The New York World Trade Centre disaster. To shrink from the term “conspiracy” like it implies some sort of paranoia is to ignore the real world and retreat into fantasy land. The world is, in effect, run by conspiracies of one sort or another. The term even appears on the statute books (“conspiracy to murder”etc). It’s real and spies are the main culprits. Their harassment campaigns can be as simple as interfering with mail, bank a/c’s, bills etc right through to organizing overt/covert torment and high tech torture. The bigger conspiracies present the world itself in the wrong light to an unsuspecting population.

PROTECTED OPERATIONS

The arms trade, the drug trade, illegal experimentation, paedophile networks, prostitution rings, money laundering, financial scams and more are, to a large extent, shielded from law enforcement intervention, criticism etc by spy agencies which profit directly or indirectly from such criminal activity. The entertainment industry, responsible for our opinions, distractions etc, is criminally controlled and is also one of these protected operations.

PERSONAL EXPERIENCE

What’s written here is based on research, observation, experts/victims anecdotes and personal experience gathered over nearly 20 years.
To verify my position and convince the reader of my personal integrity and genuine concern I should point out that I am a Uni graduate who has tried his hand at a variety of jobs. I have held responsible positions in both the public and private sector. I have neither committed nor seriously contemplated any wrongdoing of any sort, yet out of ignorance/curiosity I have applied for a number of jobs over the years with employers which I later learned were involved in criminal activity.
One of these organizations was ASIO… having completed their testing procedures I was at a final interview when I was confronted by the question: “Are you prepared to do anything that you’re told to without question?” This immediately set off alarm bells. Clearly I would be asked to do things that were immoral or illegal etc so at this point I said “No” and abruptly walked out. My privacy may well have been invaded from that point. Certainly agency employees are monitored when they leave their employment; perhaps job applicants are similarly studied.
Similarly disturbing was the question I was asked when applying for work with a politician. Again, the final question put me off... it concerned corruption and what I’d do if the proverbial bag of money landed on my desk. My honest answer was clearly unacceptable; only the corruptible are welcome.
A third example involved an application to a TV station for work. Afterwards I criticized the media for their crimes of privacy invasion and harassment. That particular station was later responsible for a set up in which an unsuccessful attempt was made to silence me by having me committed. “This is what they (the media) do to people that cross them” said an employee of the institution in question. I later learned that many media targets had been silenced that way.
Clearly in all three cases my honesty was not to be tolerated. I later fielded multi-sourced and multi-faceted harassment from corporations, the media, government and (foreign) agencies etc after I wrote “In the year 2252”, a fictional anti-corruption novel (which was not based on my own experiences). The connections between organized crime (which runs the entire entertainment industry, including publishing) and corrupt spy agencies which can access high tech surveillance/harassment equipment became clearer from that point (1990-1991) as powerful criminals (wrongly assuming the novel was based on today’s criminals) came at me covertly to destroy me and prevent any chance of publication.

ORGANIZATIONS

There are countless bodies reporting on agency misconduct but, more generally, Jack McLamb (ex police officer) runs an organization called “Police and military against The New World Order” through which he tries to educate police and military employees about the ways they can be tricked into oppressing innocent people. However many wrongdoers are not tricked at all, they just follow orders and that’s no excuse.
It’s no excuse morally and it should be no excuse legally. We need independent watchdogs in these areas but, more importantly we need them for the clandestine and dangerously powerful world of spying where corruption is rife. There needs to be a system of checks and balances on personnel and resources for bodies that can kill/manipulate the mind, body, spirit and emotions as effectively as they can using modern (secretive) technology. Existing systems, like the inspector general’s office are a band aid in a battlefield; useless. For example, NASA’s Inspector General’s office suggested prayer was the only answer to all of this. Clearly they were as helpless as the victims.

CONCLUSION

The crimes committed by spies are, like those of connected criminals, protected from scrutiny by corrupt laws, corrupt law enforcement bodies and a corrupt media. Lesser criminals are apprehended, tried and punished and often vilified by more serious criminals masquerading as community leaders. These same people use spies and goons to do their dirty work and then go into denial about their role in it all.
In the absence of a genuine regulatory framework and proper independent supervision of spy operations all that individuals like myself can do is try to raise public awareness of the problems. It is clearly NOT a free world. You have the freedom to consume and live in blissful ignorance but that is all. As for democracy, free speech and other apparent rights, it’s all illusionary; the illusions being facilitated by agency criminals, the media and others. In other words, you live without oppression only if you’re totally self-absorbed and distracted to the point when you don’t want the truth; you don’t care. Those actually seeking the truth and/or challenging the crimes of the ruling classes are brutally (but covertly) destroyed.
Today, politics, the media and major corporate entities are primarily protected criminal operations with spies used as the enforcers. These spies are not the fictional heroes of entertainment fame but real life villains who betray the people. They commit crimes against humanity itself and lead the law-abiding majority in a direction they’d rather not go. If they only knew.

Motives

I just wanted to post this article for those who are employees of the Puzzle Palace (NSA Ft. Meade), Langley, Quantico, and all the other alphabet agencies. You might want to take an interest in the technology involving ionospheric heaters such as HAARP. If this technology is being used against you by project paperclip progeny, then this is of national security importance. For now I just want to post the motives behind the perps. None of you are exempt and fall into one of the following categories.

Part I: Motives for Mind Control
Allen Barker, June 13, 2001

This essay is the first in a series of three on mind control. It discusses some of the motives for mind control and why it continues. Part II of the series, "Resisting the Mind Control State," describes some methods to protest and resist mind control abuses and atrocities. Part III, "Mental Firewalls," discusses some of the techniques victims have developed to survive the ongoing torture operations.

For the purposes of this essay, mind control refers to any method used nonconsensually on a victim to covertly and deniably attempt to control or modify that person's behavior. This occurs in settings where a person has a reasonable expectation not to be violated, such as in his or her home or in his or her private mentation. It is this sort of violation that differentiates a mind control crime from an ordinary social interaction, just as the lack of consent turns sex into rape.

Consider "street theater" as an example. Street theater refers to a form of harassment where a group of torturers act out little skits, either literally on the street or on the internet, in the media, etc., intended to harass and disturb an individual or to otherwise modify the victim's behavior. So if a group of people act out "street theater" to a random person to disturb him or her then, while this might be a crime, I would not necessarily call it mind control. It is when surveillance is combined with the "skits" to both track a person over time for harassment and to obtain personal information about a person to be used in the harassment that I would say a mind control operation is being carried out.

Of course there are many sorts of mind control operations, but they all tend to have this sort of feedback setup: violate a person with extreme surveillance and use that surveillance information to target the influencing. It is a classic sort of feedback setup that might be described in terms of the mathematical and engineering fields of control theory, at least in the abstract sense. The surveillance devices can range from phone taps, audio and video bugs in a home or car, internet monitoring, and basic tracking devices, all the way up to advanced satellite surveillance methods, super-sensitive electromagnetic sensor systems with computer analysis, and devices implanted in people's bodies without their consent. The "effector" or the control variables can range from harassing phone calls, street theater, rumor spreading, power-line dimming, and internet messages all the way up to harassment with microwave devices, acoustic weapons, messages in the media such as TV and newspapers, projecting "voices" to a person that only he or she can hear, and direct brain stimulation and manipulation.

Other mind control methods use techniques such as hypnosis and drugs to influence people, but the methods all have the common thread of the denied and deniable attack against the mind of an individual. The purpose of this essay is not to specifically describe the methods of mind control. More specifics will be given in the later essays of this series, and one can consult books and articles by various authors for the documented history of mind control technology and operations in the U.S. See, for example, the articles at the Mind Control: Technology, Techniques, and Politics web site at http://www.datafilter.com/mc.

Even if you do not believe that all of this is currently happening -- though it is -- you should still be concerned. Based on public, open sources it is clear to almost anyone that the technology will be available in the near future. But there are victims now. You do not even have to think the U.S. government is doing this, but it is. "Our boys" will be targeted with these sorts of weapons in future wars.

For the purposes of this essay, I assume that the reader has a general grasp of the type of mind control manipulations being discussed and I consider possible motivations a harasser, monitor, or controller (or group thereof) might have to commit such vicious crimes. Because this essay is intended to get people thinking, the possible motives will not necessarily be linked to any particular technological method, but the reader with some common sense will see what methods might be used in each case and will no doubt be able to think of combinations and motivations not directly mentioned here.

To spoil the rest of the essay, the reasons boil down to money and power.

Technological Equivalent of the Atomic Bomb
Many items appear on the list of motivations for mind control abuses, but the one primary reason why the technology was developed is because it is a weapon. This is the first motivation and why billions of dollars have been covertly spent on the technology. Of course, once the technology and techniques are developed they tend to proliferate. Other application tend to be found, depending on the level of corruption in a society, and organized crime groups other than the government tend to obtain such weapons and techniques. But the primary reason such devices were first developed and tested is that governments were and are developing and testing weapons.

A recent Air Force Times article about a microwave crowd control weapon being prepared for deployment described such weapons as "perhaps the biggest breakthrough in weapons technology since the atomic bomb," and the particular weapon they were describing is far, far from the covert cutting edge. Indeed, a government would be negligent if it did not investigate such technology. But using the technology on people without their consent, either in testing or in applications, is either an act of war if committed on foreign individuals or an act of treason if committed on domestic citizens. It is almost always an act of torture.

It is important not to confuse the real motivation with the rationalizations or the cover reasons. Terrorists, terrorists, terrorists, and pedophiles are the currently popular rationalizations for usurping citizens' inalienable liberties now that the cold war is over. A week of American TV would convince any unindoctrinated viewer of that. There is also the phenomenon I call "spreading the blood around." This is the idea that the more people who can be made to take part in some way in a large-scale atrocity -- to get some of the blood on their hands -- the more political support that can be generated for continuing the atrocities.

Some differences between the atomic bomb and mind control technology need to be pointed out. First, mind control technology is meant to be used covertly and deniably. It is not meant necessarily to kill, though it can, but rather to ultimately control a human being like an automaton. Secondly, mind control technology is designed for use against the domestic population, rather than just against foreign targets.

Who Would Want to Rule the World?

At some level it is stunning that an essay such as this is necessary at all. People have always wanted to "control men's minds" -- not to mention women's minds. But people historically have also been manipulated again and again, by one group of people followed by another, by one big lie followed by another -- often convinced that it cannot possibly be happening now. There is also a "moral big lie" where decent people cannot imagine that anyone could have the capacity to carry out such heinous atrocities and conspiracies over long periods of time, because they could not imagine themselves doing it. They have minor moral lapses like everyone (like ordinary people tell small lies) but they just cannot grasp the notion of the big moral atrocity because they would never consider such abominations.

There always have been and always will be people among us who yearn for nothing but to be tyrants over other people. Let us be clear here on that point and never forget it. There will always be someone who wants to be the next Stalin -- to choose one historical example from countlessly many -- and who will stop at absolutely nothing to achieve this. This also means that there are Americans among us now who are just this sort of person -- or a lackey for such a person -- living among us in our society. Do not let the big lie and ubiquitous American propaganda fuzzy your thinking. The threat is more likely to come from within the government than from someone's garage. Eternal vigilance is indeed the price of liberty.

Motives for Mind Control

We finally come to the list of possible motivations for mind control. It is important to remember, though, that it is not the responsibility of the torture victim to second-guess the reasons the torture was committed. In this sense the "reason" for the torture is generally that the torturer had the opportunity to commit the torture and thought he or she could get away with it. Nonetheless, it is useful to examine more mercenary or mercantile sorts of possible motivations to better see why mind control torture is happening, why it continues, and maybe gain some insight into how it can be abolished.

Remember that in any group of people there is politics. This is also the case with the people involved in the conspiracy of mind controllers. So when considering questions such as "why don't they just kill everyone who speaks out at all" or other such questions -- which can be useful to consider even if you cannot know the exact answer -- it is important to keep this in mind. Mind control conspirators tend to come from the same culture and live in the same society with the victims. When they leave the underground bunker -- literally or metaphorically -- they go to live in homes and with families among us. [The low-level mind controllers, like Auschwitz guards, probably do not know the whole mind control system either. Also, with advanced electronic sorts of harassment the harasser could be half a world away with a good connection, but presumably still lives in a community among some decent people.]

Many interrelated motives are mentioned on the following list, but that does not imply that exactly one listed motive is the true motive in any case, or that the list is exhaustive. A useful comparison for how a victim might be used is a comparison to a slaughterhouse, where an animal comes in and is cut up and almost every usable scrap that can be used for anything is used. To use a slave auction analogy, if one slaver has a slave that is good for X but needs Y, and another slaver has a slave that is good for Y and wants X, then perhaps they can strike up a commercial transaction on their human chattel.

Some might object that publicizing this list will only give new ideas to harassers. It might, but the only alternative is to keep the people uninformed and to allow the atrocities to continue. I also suspect that the people with access to this technology for some years have already thought of (and applied) all of these reasons, even if they did not express them this way.

Here is the list of motives, in no particular order.

Low-intensity warfare against the domestic population. This has long been the policy of the U.S. government, though it typically is not so directly stated. Cointelpro actions are covertly undertaken to harass and discredit people who, for whatever reason, are "in the way." Frank Donner, in his 1980 book Age of Surveillance, makes this point with example after example. In his phrase, convert surveillance and harassment has become an unspoken "mode of governance" in the U.S. So this newer technology simply fits right in as a more high-tech way to continue carrying out this "mode of governance." A key concept which Donner points out, and which many Americans cannot quite seem to grasp is that the government does not need to accuse you of a crime or charge you or try you if they can just punish you. A paranoid government does not even need to suspect that you are committing any crime, wrongdoing, or organizing at all: only that you might do so. These sorts of programs usually tend to target potential leaders and whistleblowers, though anyone can be cointelproed.

Ideas to mine/steal. In some sense this is just a form of old-fashioned spying updated with new technology that obliterates the notion of human rights. Consider what might be the first step on a slippery slope of rationalizations. Suppose an Iraqi nuclear scientist, or any brilliant "foreign" scientist or engineer, was of concern to the U.S. Suppose there is now this new technology, that can literally "get inside the head" of such a scientist and watch him or her as he or she thinks and works. Not only that, it can be used to influence that scientist. Armed with such a rationalization, the covert action crew goes to work and sets up the massively invasive surveillance. Then, for years afterward, analysts can study the subject and extract any "intelligence" they can from him or her.

Would such a program, if "successful," be contained and only be used on foreign scientists? I do not think so. It would be used on any people at all, only limited by the cost and the perceived risk of being caught. Domestic targets might even be more tempting because the risk of discovery could be better "managed." You would not even have to be a brilliant scientist, some bureaucrat only needs to think you are, or that you are somehow "of interest." If enough people are targeted then almost all levels of scientists and engineers could be targeted. (If they had a golden goose they'd dissect it.)

Intellectual property theft from scientists and engineers is only listed first because of the slippery slope example above; there are many classes of people who might be targeted for similar reasons. Einstein is quoted as having said that imagination is more important than intelligence, and imagination is even more important to covert organizations who effectively select against employees with real imagination.

Other sorts of creative people who might be vulnerable are writers (plagiarism), other types of artists or craftspeople, inventors, programmers, etc. In an economic espionage sense, any sort of innovative or high-volume stock trader or business leader might be a tempting and very lucrative target. Dialogue and situations stolen from people's real lives can become tomorrow's "drama." Patents, copyrights, trademarks, and any sort of intellectual property can be deniably stolen from these victims. This can deny them their livelihoods and makes them literal slaves.

Statistical profiling of a population. This is like using nonconsensual subjects in a focus group, to understand what their likes, dislikes, needs, and trends are. It might be most effective with unwitting subjects (who have not realized they are under monitoring), but can still be used on subjects who know they are being monitored. It is like having the ability to take an instant poll of a captive population, who may not even be able to hide what their innermost secrets are. Anyone who knows anything about modern U.S. elections knows how influential and widely used polls are. This is just one aspect of the power of being able to statistically profile a large population. It is the statistics of population control, where some sample of people -- which does not even need to be especially large relative to the hundreds of millions in the population -- can be used to predict trends in the larger population.

Suppose, for example, that an individual were put under surveillance and found useful to serve as an exemplar of a statistical demographic group, say of 100,000 people. That is, that person's perspective, ideas, and reactions could be used to both predict and manipulate the entire social group on a large scale. This sort of analysis is already known to take place; it becomes that much more effective with a focus group under even more invasive monitoring. In a commercial sense, the power to manipulate a demographic group is the power to get them to purchase goods and provide a profit. Every sort of thing is marketed these days. Advertising campaigns are created to sell politicians, soap, ideas, slurs, and anything else.

Interrogation for secrets. This is another advanced technology application to old-fashioned spying. People can be "brain interrogated" for secrets they know. This may be used to reveal critical passwords, uncover blackmailable incidents, and obtain national and commercial secrets.

Psyop BDA. BDA is the military abbreviation for bomb damage assessment. In order to most effectively bomb a target you need to know which bombs hit their target and how much damage was inflicted by the bombing. This feedback is then used to both improve the subsequent bombings and to revisit targets that were missed. One of Noam Chomsky's main theses has for years been that "democratic" governments use propaganda similarly to the way direct totalitarian governments use violence. Therefore, it is important for the cloistered elites to know how well their propaganda "bombs" are playing with the masses. Like with the statistical profiling use of "maximally invasive surveillance," nonconsensual monitoring can provide this sort of political control feedback data.

Entertainment freak show. Sadism and voyeurism are powerful motivations for some people. Mind control victims can provide a live torture-cam of an individual 24 hours a day, and may even allow the sadist to play at the controls and inflict damage or influence the "show." It would be like an ongoing snuff film you could participate in. This may also be a part of "spreading the blood around" by appealing to some of the baser human instincts and then having a person on the hook for having participated (like has been alleged for some "satanic" rituals where people take a small part in a ritual crime so they are inextricably linked to the conspiracy).

To suppress technology they cannot control. Many people believe that you can always be the best if you can harass and put down anyone better. This seems to be the modus operandi of the U.S. secret sector, where if they do not control the technology then it is stolen, the original inventor or developer (or just student) is harassed, and it can then be developed in secret. Even if they are not themselves interested in the new technology, the temptation to suppress any possible disruption to the status quo is always there. There is a law in Washington that there can be no building taller than the Capitol. When secrecy-bred mediocrity and lack of accountability are taken into account the Capitol becomes a very low building.

Hired harassment squad for billionaires. It does not take long for some personnel involved in this technology and experienced with these techniques to leave for the private sector. This opens the possibility for deniable mercenary harassment squads.

Distributed concentration camps. The federal government has historically made plans for "emergencies" which have included lists of people to lock up in internment camps. With this new technology perfected, the concentration camps can be "distributed," by turning each listed person's home and mind into an electronic prison.

Vigilante groups. To control "crime," or whatever they choose to claim they are targeting people for, a vigilante group can select people they do not like for extrajudicial punishment. Like most such groups, actually "controlling crime" is just an excuse to pick people for victimization and to rationalize it to the members of the group.

To control a person, like a world leader or assassin (or any sort of leader). This is probably the ultimate dream of a mind controller (or their own controllers): to take control of a world leader or other important person. This could even start from a young age, with the person groomed for the position of power and with members of the secret team influencing and increasing the opportunities for the chosen "asset" to reach a position of power. When trained from a young age an unfortunate child might not even realize that the influencing was not normal (the "secret friend" that is not imaginary). Subtle advanced techniques could influence an adult without his or her knowledge. Even if he or she suspected, there would likely already be a pool of blackmail information and powerful psychological levers to employ against the person.

The quest for controlled assassins, or Manchurian candidates, is well-known. The search for such techniques never stopped and is still ongoing. Similarly, sexual blackmail operations are an ongoing reality and mind control victims may be utilized in setting up such traps.

If the technology is cheap enough or if you have a wide-field multi-target device you do not even need to target the leaders. Your army can covertly "capture" more and more of the inhabitants (or flick a switch on a wide-field device) until it can march into town down main street to a hero's welcome. Then again, once this is accomplished there is no need to march in at all, just keep milking out "tribute" from the conquered people -- who never even knew there was a war against them. It is easy to parody this as just some sort of "body snatchers" scenario, but to military planners it is a very real thing.

To infiltrate a group. In order to control, influence, or install a puppet leader in a group the controllers do not know much about and really do not understand, it could be useful to monitor a member or leader in order to learn what might be effective responses, ideas, or actions. For example, a religious sect they wanted to control. Another example would be for a mind controller to use information gained from the monitoring of a victim in order to better pose as a victim, say on the internet.

Genocide. This could be the implicit or explicit result of a mind control operation. The group here is whatever group is selected for torture, which may be racial, religious, socioeconomic, or related to whatever other selection criteria is used. People under long-running extrajudicial torture are not free to just "choose life" even if they wanted to. People are forced to decide whether they should bring a child into the world to also be monitored and violated every day, without the child's or the parent's consent. They have to wonder about supporting a child when they are under ongoing torture which may intensify at any moment. They know that, at the least, the life of any child will be threatened in order to further torture them and harass them, and they know that the threat is credible.

As a medical scam for money. These days medicine and pharmaceuticals represent big money. If the cover lie for mind control abuses is mental illness them some mind control victims will be misdiagnosed as mentally ill (rather than as torture victims) and given (or even forced) treatment and medication. An unscrupulous company or group of individuals could exploit this fact to make money off the suffering of the mind control victims.

To predict and preempt actions. Besides wanting to just control behavior, a running trend is to want to predict behavior, obviously before it happens. But the sort of data that is needed to predict behavior in detail is exactly the same as the invasive surveillance data used to control and harass individuals. Prediction is also a component in more effective control.

We are already seeing instances where people's rights are infringed upon not because they have done anything but because someone predicted they would do something, based upon whatever methodology. Much of this prediction is just snake oil and pseudoscience, but that does not change the fact that the rights infringement is very real. There is also a statistical and scientific methodology to prediction which undoubtedly will improve with time. If you can accurately predict someone's actions you can move to preempt those actions even before they are taken.

To train agents to perform any of these actions. As professional torturing scum either retire, move into other sectors, or quit in disgust, new agents must be hired to take their places. If the system is expanding then new people need to be hired to enlarge the system (or to automate the system with computers so fewer monitors can control more and more people). These people need to be trained in the special juvenile and idiotic barbarity the U.S. mind controllers love to inflict. Therefore fresh victims must continually be selected from the population so these sadistic pigs can practice their torture techniques.

To intimidate a population by making "examples" of people. If it were an open secret that people can be selected for any reason for mind control torture, then the population in on the open secret would be intimidated, if not terrified, that any one of them could be the next victim. This is just a new method of violence by which a regime of thugs can control a population using a long-practiced terror tactic.

To perfect the technology and techniques and make it less detectable. This is the human guinea pig testing of the weapons technology, much like radiation tests on unwitting citizens. Weapons are built, human subjects are chosen from the population, and the weapons are tested on the nonconsensual subjects. (Some consensual subjects are no doubt also used, but that is not a human rights violation if the consent was truly informed.) After these tests, the weapons lab analyzes the terrorized or influenced or manipulated responses of the subjects (in a "successful" test) and refines the weapon system.

A part of this testing also serves to help close all avenues of response and redress which might be open to the human subjects (and which later domestic targets of the weapon might have). Any response the victim tries to make is monitored, and if it might be successful then this "loophole" in the system of denying justice is closed. For example, a lawyer might be used to attempt to see what legal strategies he or she might think of so they could be rendered ineffective. A technical person would be observed as he or she tried to understand, measure, and block the effects of the weapons system. This would be valuable feedback to the designers, and might even provide them with ideas. Note that for this particular aspect of the torture it is important that the victim know he or she is being attacked/violated.

Of course a victim has little choice but to try to resist or else to willingly become a slave (which still would not likely stop the harassment). He or she must constantly think about the "testing" because it is typically ongoing, day and night. That is just the vicious catch 22 that victims must deal with and is a part of why it is torture. I am not trying to discourage any victim from taking whatever action they decide is the best course in such a horrible situation.

Various unwitting spy scenarios. Perhaps the best spy is one who does not even know he or she is a spy. He or she cannot reveal it even under the most extreme torture because he or she does not know it. Such people can be infiltrated into any group or just selected out of any particular group and "wired up." In a domestic social sense, inmates in prisons can be wired up before they are released so their monitors can peep into any criminal underworld activity which they might enter into after being "freed." (Of course it is important not to confuse the secret police with the regular police and law enforcement, though there is certainly overlap.)

To steal negotiating strategies or information. Arms control, treaties, business negotiations.

To conceal scientific and philosophical insights into human existence. One of the things repressive societies fear is new ideas and new ways of thinking. Scientific advances have been made which could revolutionize the ways man views himself (to use the masculine form); but for some people this represents a potential threat to their power. The new technologies could also potentially help our aging relatives, for example, if used in a humane and consensual way. But it is a difficult philosophical shift to acknowledge that now our own "silent" thoughts might not be private -- or might not really be our own. This is one of the difficulties in getting people to understand mind control crimes. (Remember also that mind controllers have no compunction or restriction against using any lies or deceptions or defiling and desecrating any religion in an attempt to manipulate people.)

Human guinea pigs for medical or psychological research. Once people are under ongoing, invasive surveillance they can become guinea pigs for any sort of medical or psychological human testing that needs continued monitoring. This is a lucrative business now. For example, if a person were were "knocked out" one day by whatever method and had a patch of skin rubbed with some chemical under development or of concern then the experimenters could watch the person's own response to the potential poisoning. Psychological research has even larger potential for abuse. Real "field testing."

To maintain the ongoing mind control conspiracy. Because atrocities have been committed, atrocities continue to be committed to conceal them. The mind control technology and harassment network is used to keep the secret system secret, punish whistleblowers, and of course increase profits at whatever cost to human dignity.
Conclusions
Given that there is a long list of possible motives, hundreds of people (at the least) claiming to be victims of exactly this sort of technology, the known development of the technology, a history of such abuses, and the continued coverups of acknowledged MKULTRA and other mind control victims in the population, it seems reasonable to conclude that nonconsensual testing and harassment is still going on with the latest technology. The questions are, who are the victims, how many are there, what was and is being done to them, and how can this extrajudicial torture of the domestic population be stopped as soon as possible.

HAARP & Haiti

I wonder if HAARP had anything to do with the earthquake that hit Haiti. If it did how would we know? Anyway we do know about this:

The Truth about Haiti's suffering

Even in its hour of utter devastation, Haiti, the western hemisphere’s poorest country, teaches the rest of the world some valuable truths.

This Caribbean island nation of nine million people has right now a third of its population cut off from basic supplies of food, water, medicine or shelter. In the blink of an eye, the earthquake that hit the country has buried a capital city of three million people under rubble for which the eventual death toll may be between 100,000 and 500,000. Just like that.

Like shutting the proverbial stable door after the horse has bolted, the US and other world powers are promising to send emergency aid to Haiti. Well intentioned no doubt. But where was the aid and economic development assistance to Haiti – over half the population live on $1 a day and 80 per cent are classed as poor – in the years before this calamity?

Haiti’s poverty – as for other poor countries hit by natural disasters – leaves its people wide open to the kind of devastation that has befallen them. And make no mistake, Haiti’s poverty is not just bad luck or something inherently faulty about its natural resources and people. The country has been kept underdeveloped by decades of political and economic interference from Washington to ensure that this former slave colony continues to serve as a cheap source of agricultural exports to the US and as a labour sweatshop for American corporations making textiles and other consumer goods.

The Sirens Song

"Once he hears to his heart's content, sails on, a wiser man.
We know all the pains that the Greeks and Trojans once endured
on the spreading plain of Troy when the gods willed it so—
all that comes to pass on the fertile earth, we know it all!"

One Day We Will All Be Terrorists

By Chris Hedges

Syed Fahad Hashmi can tell you about the dark heart of America. He knows that our First Amendment rights have become a joke, that habeas corpus no longer exists and that we torture, not only in black sites such as those at Bagram Air Base in Afghanistan or at Guantánamo Bay, but also at the federal Metropolitan Correctional Center (MCC) in Lower Manhattan. Hashmi is a U.S. citizen of Muslim descent imprisoned on two counts of providing and conspiring to provide material support and two counts of making and conspiring to make a contribution of goods or services to al-Qaida. As his case prepares for trial, his plight illustrates that the gravest threat we face is not from Islamic extremists, but the codification of draconian procedures that deny Americans basic civil liberties and due process. Hashmi would be a better person to tell you this, but he is not allowed to speak.

This corruption of our legal system, if history is any guide, will not be reserved by the state for suspected terrorists, or even Muslim Americans. In the coming turmoil and economic collapse, it will be used to silence all who are branded as disruptive or subversive. Hashmi endures what many others, who are not Muslim, will endure later. Radical activists in the environmental, globalization, anti-nuclear, sustainable agriculture and anarchist movements—who are already being placed by the state in special detention facilities with Muslims charged with terrorism—have discovered that his fate is their fate. Courageous groups have organized protests, including vigils outside the Manhattan detention facility. They can be found at www.educatorsforcivilliberties.org or www.freefahad.com. On Martin Luther King Day, this Jan. 18 at 6 p.m. EST, protesters will hold a large vigil in front of the MCC on 150 Park Row in Lower Manhattan to call for a return of our constitutional rights. Join them if you can.

The case against Hashmi, like most of the terrorist cases launched by the Bush administration, is appallingly weak and built on flimsy circumstantial evidence. This may be the reason the state has set up parallel legal and penal codes to railroad those it charges with links to terrorism. If it were a matter of evidence, activists like Hashmi, who is accused of facilitating the delivery of socks to al-Qaida, would probably never be brought to trial.

Hashmi, who if convicted could face up to 70 years in prison, has been held in solitary confinement for more than 2½ years. Special administrative measures, known as SAMs, have been imposed by the attorney general to prevent or severely restrict communication with other prisoners, attorneys, family, the media and people outside the jail. He also is denied access to the news and other reading material. Hashmi is not allowed to attend group prayer. He is subject to 24-hour electronic monitoring and 23-hour lockdown. He must shower and go to the bathroom on camera. He can write one letter a week to a single member of his family, but he cannot use more than three pieces of paper. He has no access to fresh air and must take his one hour of daily recreation in a cage. His “proclivity for violence” is cited as the reason for these measures although he has never been charged or convicted with committing an act of violence.

The Secret State's Surveillance Machine

Underming the American People's Right to Privacy: The Secret State's Surveillance Machine. Following the Money Trail: Telecoms and ISPs

"Follow the money."

And why not. As the interface between state and private criminality, following the money trail is oxygen and combustible fuel for rooting out corruption in high places: indelible signs left behind like toxic tracks by our sociopathic masters.

After all, there's nothing quite like exposing an exchange of cold, hard cash from one greedy fist to another to focus one's attention on the business at hand.

And when that dirty business is the subversion of the American people's right to privacy, there's also nothing quite like economic self-interest for ensuring that a cone of silence descends over matters best left to the experts; a veritable army of specialists squeezing singular advantage out of any circumstance, regardless of how dire the implications for our democracy.

In light of this recommendation researcher Christopher Soghoian, deploying the tools of statistical analysis and a keen sense of outrage, reaffirmed that "Internet service providers and telecommunications companies play a significant, yet little known role in law enforcement and intelligence gathering."

That the American people have been kept in the dark when it comes to this and other affairs of state, remain among the most closely-guarded open secrets of what has euphemistically been called the "NSA spying scandal."

And when the Electronic Frontier Foundation (EFF) posted thousands of pages of documents "detailing behind-the-scenes negotiations between government agencies and Congress about providing immunity for telecoms involved in illegal government surveillance" last month, they lifted the lid on what should be a major scandal, not that corporate media paid the least attention.

A lid that Obama's "change" regime hopes to slam back down as expeditiously as possible.

Hoping to forestall public suspicions of how things actually work in Washington, the administration has declared that "it will continue to block the release of additional documents, including communications within the Executive Branch and records reflecting the identities of telecoms involved in lobbying for immunity," according to EFF's Senior Staff Attorney Kurt Opsahl.

No small matter, considering that should a court ever find avaricious telecoms and ISPs liable for violating the rights of their customers, fines could mount into the billions. Even in today's climate of corporate bailouts and "too big to fail" cash gifts to executive suite fraudsters, damages, both in monetary terms and adverse publicity, would hardly be chump change.

Hence, last year's mad scramble for the retroactive immunity avidly sought by these grifters and granted by congressional con men on both sides of the aisle when they passed the despicable FISA Amendments Act, hastily signed into law by our former "war president."

Without belaboring the point that corporate media largely failed to expose the extent of the dirty deals struck amongst these scofflaws, Soghoian, a graduate student no less, stepped into the breech and filled some necessary gaps in the surveillance story.

Believing, naïvely perhaps, that numbers don't lie and that laying out the facts might just wake us from our deadly slumber, Soghoian writes: "If you were to believe the public surveillance statistics, you might come away with the idea that government surveillance is exceedingly rare in the United States."

Indeed, "the vast majority of ... [court] intercept orders are for phone wiretaps. Thus, for example, of the 1891 intercept orders granted in 2008, all but 134 of them were issued for phone taps."

Which begs the question: "How often are Internet communications being monitored, and what kind of orders are required in order to do so."

Unsurprisingly, the threshold for obtaining personal records is exceedingly low and "very few of these methods require an intercept order."

All the government need do to obtain a pen register or trap and trace order, which examine to/from/subject lines of email messages, URLs of viewed web pages, search terms, telephone numbers dialed and the like, is to unilaterally declare that information obtained via this backdoor route is "relevant" to an ongoing criminal or counterterrorist investigation.

In other words, give us everything we want and move along!

The nation's telecoms and ISPs have been very accommodating in this regard. And, as with other recent historical examples that come to mind such as the rush by U.S. firms to "rebuild" Iraq, Afghanistan and other benighted nations "liberated" by that "shining city upon a hill" that bombs, maims and generally does what it pleases because it can, servicing the secret state's limitless appetite for "actionable intelligence" has proven to be a very lucrative cash cow indeed.

Directed Energy Weapons (DEW's)

Take what you learned about Ionspheric Heaters (HAARP) in The Matrix Deciphered and apply it to the information below. Add this information to your awareness of the Infowar. In thinking about how to be effective on this level of the war I came up with a few ideas. The key weapon systems being used are the ionospheric heaters and possibly special/secret satellites, so these must be banned internationally and then dismantled so they can't be used again. Until this happens it would be helpful if people who have an education in this kind of info/knowledge could develop technology that can detect this energy when it is being used on a person or object; maybe something hand-held like a scanner/binoculars/camera etc. The second thing that should be developed is some sort of shielding device that can negate this energy and protect the individual or object that is targeted. It might be more practical if people with these knowledge/skills/abilities could do it anonymously and then make it public worldwide. Something akin to what happened with the latest climate revelation called Climategate. Spread this info to anybody you think might be effective and willing in this part of the Infowar. I don't think this war can be won without dealing with this aspect of it.

Spectogram

Used in many fields of study, it basically is a signature or finger print of a signal source broken down into all the individual frequency components. It can show what frequencies are absorbed, reflected, scattered, or changed. Every object from stars to humans has a unique spectrogram to identify them. Think of this as decomposition into what colors make up the object.

Phased Locked Loop

This is an electronics term. It is part of how tracking and precise targeting is done once a “lock on” of a target is achieved. It precisely measures Doppler frequency shift. In a continuous wave RADAR signal, the phased locked loop will guarantee tracking to very large velocities such as meteor tracking (60,000 km/hr). This is the same technology used to lock onto jet fighters and missiles.

Phased Array

A phased array is simply a tight grid of sensors that use the timing different of energy to triangulate on reflections. They can also emit energy in reverse to target objects with specific resonance energies for optimum absorption. The largest array on Earth is known as HAARP but all grids around the world are connected now. These are electromagnetic arrays but the same principle applies to the underwater arrays or ultra-sonic heterodyning sound arrays.

Neurological Weapons

The reason bio-communication and neurological weapons are classified as directed energy is because of the precise deposition of energy into the target without affecting surrounding objects. It is counter intuitive to many people to call a global weapon where the ubiquitous nature of the energy can penetrate deeply into materials and other objects without significantly affecting them electromagnetically, a directed energy weapon. One naturally thinks of heating weapons like lasers, masers, and ADS (active denial of service). When the nervous system of a human being or animal is the target, it is classified as a neurological weapon, often mis-classified as non-lethal. Neurological weapons are unpredictable lethal but do kill with prolonged exposure for sure and could be better described due to the human way it kills as worse-than-lethal weapons.

Targeting and Tracking

The last feature of any successful directed energy system is the tracking and targeting algorithms. The Earth has been covered with sensors that are all interconnected to create what is called holographic imaging. This is simply the reverse process of directing energy from thousands of locations. Targeting is done through signatures, be it a nuclear submarine, an airplane, a meteor, or a human. This allows recognition of the target. The Doppler (F-Spread) and what is called a phased locked loop. Using the entire spectrum plus pulsed, swept, and continuous RADAR technologies, multiple targets can be continuously tracked at any depth and location. Since the energy is from many locations, there are no blind spots with holographic imaging.

One last interesting technology to note but we will not get into the description here is a technique called ion cyclotron resonance. It is the gyro frequency of ions. This is a technique to measure speed (heat) of ions anywhere on the Earth. It is important in terms of one of the sensing technology capabilities.

Eugenics

I agree with Barbara Marx Hubbard but the 1/4 destructive that she needs to talk about are the eugenicist, the war-mongers, the climate change liars, the shadow government, false flag terrorists, child kidnapping rings, economic hit men, corrupt bankers, corrupt politicians, and all other enemies against humanity and the ideals of freedom. Make the first move the samurai way (Hari-Kari).

Her quote.

"Out of the full spectrum of human personality, one-fourth is electing to transcend…One-fourth is ready to so choose, given the example of one other…One-fourth is resistant to election. They are unattracted by life ever-evolving. One-fourth is destructive. They are born angry with God…They are defective seeds…There have always been defective seeds. In the past they were permitted to die a ‘natural death’…We, the elders, have been patiently waiting until the very last moment before the quantum transformation, to take action to cut out this corrupted and corrupting element in the body of humanity. It is like watching a cancer grow…Now, as we approach the quantum shift from creature-human to co-creative human—the human who is an inheritor of god-like powers—the destructive one-fourth must be eliminated from the social body. We have no choice, dearly beloveds. Fortunately you, dearly beloveds, are not responsible for this act. We are. We are in charge of God’s selection process for planet Earth. He selects, we destroy. We are the riders of the pale horse, Death. We come to bring death to those who are unable to know God…The riders of the pale horse are about to pass among you. Grim reapers, they will separate the wheat from the chaff. This is the most painful period in the history of humanity…"

Alan Watt

I want to spend this post on supporting one of the true heroes living today.
It is ironic for me that Alan Watt is very similar to my other hero who studied and promoted Zen which is Alan Watts. I have been reading Watts for a long time and he has influenced my life to a great degree and now I have a person who shares his name doing the same, it is absolutely crazy/cool. Life is crazy. What is even more ironic is that he deals with this concept of a matrix. This is something I have realized and idealized and actually seen thanks to a heroic dose of REALity.

I really appreciate Alan and all the work he is doing including his participation in "The Fall of the Republic" ; what a great movie; if you haven't seen this movie you are out of the loop in world knowledge.

This info warrior offers his daily reflections and knowledge for free on his website and has written several books that everybody should read and have on their bookshelf to lend to others. Alan's being is very important and pertinent to the existence of us all.

I encourage everybody who cares about freedom to support this hero. This support requires Federal Reserve Notes, Word of Mouth, Newspaper Publications, Email Sends, Radio Broadcasts and many other forms of communication through the media; As Marshall Mcluhan said " The Medium is the Message".

Go to http://www.cuttingthroughthematrix.com/articles.html and the many mirror sites.

Most people think that they don't have any power to fight anybody ; much less the NWO, but you do, and that is the biggest deception/mind-control experiment rolling.

ClimateGate

The following article is as big if not bigger than the revelation of WTC Building 7, which wasn't hit by an airplane, falling into it's own footprint in 10 seconds on 9/11 or of Nano-Thermite found all over the debris from WTC Buildings 1 and 2. The following article is incredible and has huge ramifications for a lot of people. Make this information go viral ASAP.

“Climategate”: Peer-Review System Was Hijacked By Warming Alarmists

One of the most striking revelations to immediately emerge from the “climategate” scandal has been references to efforts by scientists espousing the human-caused warming theory to exclude contrary viewpoints from important scientific publications.

Among the thousands of emails and documents hacked or leaked from the Climate Research Unit at East Anglia University last week are several references to an agenda to shut down scientific debate on global warming by stifling counter-evidence from other scientists.

Dating back to 1996, the emails show that both U.S. and U.K. based scientists referred to any research offering alternate viewpoints as “disinformation”,“misinformation” or “crap” that needs to be kept out of the public domain.

The emails include deliberations amongst the scientists regarding efforts to make sure that reports from the UN’s Intergovernmental Panel on Climate Change include their own research and exclude that of dissenting scientists.

The Fall of the Republic (review)

Wow

Alex and friends have done it again with this new film, The Fall of the Republic.I watch Alex Jones on Prisonplanet.tv frequently but this film still stunned me. The film made the complicated and convoluted issues involving the United States right now simple and in full view so that anybody with a half-inch of forehead can figure it out. One of the strongest elements of this film is the guest speakers presented. Alan Watt, Max Keiser, Webster Tarpley, Jessie Ventura, John Perkins, G. Edward Griffin, George Humphrey and all the rest. These people break down the issues such as the Money/Fed, Global warming/carbon tax, Right/Left Paradigm, etc. This movie really isn't about Barack Obama because George Bush is right in there also. It's about the global elite trying to destroy this country. This film will surely raise peoples awareness, which is the first and most important aspect of the Infowar. Secondly the film will give people ideas on how to become involved in the Infowar. It's going to take everybody we can get to win this war. Dig deep down into your soul and find out if you have what it takes to become involved and engaged. Get this film, make copies and pass them on to everybody you care about; or get a subscription to prisonplanet.tv and see it that way and tell others. The most important and pertinent film made yet. God Bless You All.

P.S.

The recent previous posts on this blog deal with the Infowar on a different level. It is a level that is very real and very difficult to fight on. The best way to fight on this level is through awareness. The level that people can be most effective on is the level dealt with in the film The Fall of the Republic. Make www.infowars.com part of your daily routine. Read and share the articles, listen to the radio broadcast/podcast, watch the films and interviews on www.prisonplanet.tv and spread the word to others. Turn off the tv and start the process of waking up. You won't regret it.

New Instruments of Surveillance and Social Control

New Instruments of Surveillance and Social Control: Wireless Technologies which Target the Neuronal Functioning of the Brain

By Dr. Kingsley Dennis

Global Research, March 9, 2008

Increasingly there are indications that the uses of wireless technologies have been developed to target an individual’s biological body, with specific focus upon the neuronal functioning of the brain. In this paper I examine how some of these uses have had detrimental effects, and what this implies for both present and upcoming developments for particular wireless/sensor technologies. I consider whether this is not shifting dangerously towards a psycho–civilised society, where greater emphasis is placed upon social control and pre–emptive strategies.
Introduction
The rate of technological innovation in some fields is developing exponentially with new advances in wireless sensor networks, ubiquitous and pervasive computing, motes, nodes, grids, and media platforms. Information flows are increasing not only in their quantity and density, but also in their immersive quality. The historical developments of information communication systems can be said to have traced a similar path to how nation states have organised their global power base and dominance. First, power over the land and dominance in waging war on one’s neighbours through ground battle, the domesticated horse and the infantry soldier. Second, domination of the seas and the strongest Navy gave advantage to sea–faring Empires, such as Portugal, Spain, and Britain. The end of naval dominance then gave rise to the advent of the railroad and the dynamic change in transport technology, both in routes and in speed. The transcontinental scope of the railroads finally gave out to air power, winning the World Wars through dominance in the skies. And now, finally, the ‘final frontier’ is space, for ‘the vast potential resource base of outer space is presumably so enormous, effectively inexhaustible, that any state that can control it will ultimately dominate the earth’ [1].
Likewise, modern communication technologies have moved from the land (the telegraph); to the sea (wireless radio; radar); back to land (cables; fibre optics); and to the intermediate land/air stage (masts/antenna); to the outer frontier of space (satellites); and finally now even beyond these frontiers towards a solar system Internet (Turner, 2007). Whoever controls these channels for communication can, in some degree, to be said to ‘dominate the earth’. And the possible uses of wireless communications for the dissemination, targeting, and receiving of clandestine ‘communications’ is an active industry.
The aim of this paper is to examine some of the examples and instances where the use of wireless technologies have been developed to target an individual’s biological body, with specific focus upon the neuronal functioning of the brain. I also show how some of these uses have had detrimental effects, and what this implies for both present and upcoming developments in particular wireless/sensor technologies. This paper shows that an upcoming area of importance is neurotechnology, a discipline that places brain functioning and knowledge of the human brain as primary. Technologies are now being researched and trialled that seek to penetrate and, to a degree, intervene in neural functioning. Whilst some have termed this positively as a coming ‘neural society’ (Lynch, 2004), I consider whether this is not shifting dangerously towards a psycho–civilised society, where greater emphasis is placed upon social control and pre–emptive strategies. I trace a timeline that follows developments from a historical context to the present; and finally to future scenarios and implications. It may be that the social pursuit of increasingly connective and immersive technologies has the potential to open up a Pandora’s box of problematics.
Opening Pandora’s box
The background to this narrative begins with the story of a true Pandora’s box — a U.S. project titled Project Pandora that was organized and administered by the psychology division of the psychiatry research section of Walter Reed Army Institute of Research (WRAIR). This project was set–up to specifically research programs on the health effects of microwave exposure following the ‘Moscow Embassy’ incident. From 1953 to 1976, the Soviets directed microwave radiation at the U.S. embassy in Moscow from the roof of an adjacent building. Whilst this clandestine microwave targeting was allegedly known for some time by U.S. officials, the event was not made public until 1976 when the U.S. State Department finally accused the Soviet Union of bombarding the U.S. embassy in Moscow with microwave radiation for illicit purposes. It was initially reported as a harmless procedure for charging Soviet spy–bugs: ‘Soviet antennas, which are beaming the waves in both to charge up the batteries of their listening devices and to jam embassy–based U.S. electronic monitoring of Russian communications’ (Time, 1976a; 1976b). However, the State Department soon indicated that, in addition to interference mechanisms, the microwave radiation could have serious adverse effects on the health of the occupants of the embassy (O’Connor, 1993). This was supported by Soviet data in which Soviet non–ionising electromagnetic energy (NIEM) ‘research literature reported adverse health effects in laboratory animals and in Soviet radar workers at levels well below the 10 mW/cm2 U.S. ANSI safety recommendations’ [2]. Despite this being below the U.S. recommended levels the Soviet standards excluded military personnel whilst the U.S. did not, according to the National Council on Radiation Protection and Measurements (NCRP), 1986 (O’Connor, 1993).
Soviet studies in the area of electromagnetic microwave radiation reported psychological symptoms in human subjects that included lethargy, lack of concentration, headaches, depression, and impotence [3]. O’Connor notes how the Soviet medical journals termed these collective symptoms microwave sickness whilst the U.S. literature referred to the symptoms as neurasthenia (1993). Time magazine reported in March 1976 that the State Department launched:
a medical investigation of the thousands of U.S. diplomats and their families who served in Moscow since the early 1960s. In the wake of the microwave disclosures, former embassy employees and their families have recalled suffering strange ailments during their tenure in Moscow, ranging from eye tics and headaches to heavy menstrual flows. Some point out that former Ambassadors to Moscow Charles Bohlen and Llewellyn Thompson both died of cancer, within the last two years one other Moscow diplomat died of cancer, and five women who lived there have undergone cancer–related mastectomies — although no medical authorities attribute these deaths and illnesses to radiation. (Time, 1976b)

U.S. officials and military, long before the public exposure, were aware and concerned about the consequences of microwave bombardment of civilian and military targets. In 1972 the U.S. Defense Intelligence Agency (DIA) released an internal report (later declassified through the Freedom Of Information Act [FOIA] Program [4]) that had been previously prepared by the U.S. Army Office of the Surgeon General Medical Intelligence Office titled ‘Controlled Offensive Behaviour — USSR’ (initially released in July 1972). The report states that
This report summarizes the information available on Soviet research on human vulnerability as it relates to incapacitating individuals or small groups. The information contained in this study is a review and evaluation of Soviet research in this field of revolutionary methods of influencing human behavior and is intended as an aid in the development of countermeasures for the protection of U.S. or allied personnel. Due to the nature of the Soviet research in the area of reorientation or incapacitation of human behavior, this report emphasises the individual as opposed to groups. (LaMothe, 1972)
It is interesting to note that the Report authors believed the Soviet research to be in the area of ‘reorientation’; suggesting that the U.S. were worried over concerns that the Soviets may be planning a mass zapping of U.S. citizens with the hope of ‘brainwashing’ them into a newly orientated ideological outlook. The 174–page Report is extensive, with much material extended upon various forms of beamed energies and wireless strategies. On the opening section on Electromagnetic Energy the report concludes that
Super–high frequency electromagnetic oscillations (SHF) may have potential use as a technique for altering human behavior. Soviet Union and other foreign literature sources contain over 500 studies devoted to the biological effect of SHF. Lethal and non–lethal aspects have been shown to exist. In certain non–lethal exposures, definite behavioural changes have occurred. [5]

During this time the U.S. establishment was not naïve to the potential of conducting neurological at–a–distance effects upon human behaviour.
In the 1970s José Manuel Rodríguez Delgado was a controversial figure in neuroscience; a professor of physiology at Yale University, he was an acclaimed neuroscientist. In 1970 “the New York Times Magazine hailed him in a cover story as the impassioned prophet of a new ‘psychocivilized society’ whose members would influence and alter their own mental functions” [6]. Yet two decades earlier, in 1952, Delgado co–authored the first peer–reviewed paper describing long–term implantation of electrodes in humans (Horgan, 2005). As an example of the achievement into wireless–neurological devices Delgado’s most famous experiment took place in 1963 at a bull–breeding ranch in Cordoba, Spain. Delgado implanted radio equipped electrodes, which he termed ‘stimoceivers’, into the brains of several ‘fighting’ bulls and stood in a bullring with one bull at a time and attempted to control the actions of the bull by pressing buttons on a handheld transmitter. In one instance Delgado was able to stop a charging bull in its tracks only a few feet away from him by the press of a button. The New York Times published a front page story on the event, “calling it ‘the most spectacular demonstration ever performed of the deliberate modification of animal behavior through external control of the brain’” [7]. In 1969 Delgado described wireless brain–behaviour modification and its implications in his book Physical Control of the Mind: Toward a Psychocivilized Society (1969). Delgado’s research during this time was supported not only by academic grants but also by the U.S. Office of Naval Research. This research is now over forty years old, and much has happened in the intervening four decades.
Technologies that can wirelessly transmit information from and to the body is an area of research that has attracted various interested parties post–World War II. Such energy–information distribution and targeting within the electromagnetic spectrum can variously be used for medical, industrial, military, and telecommunications purposes. I now turn to examine some of the military–industrial research and uses of wireless technologies.
Beams, firewalls and brain scanning: Inside the military–industrial complex
Researcher Igor Smirnov of the Russian Academy of Sciences is by all accounts an odd person, referred to by a Newsweek article as ‘A Subliminal Dr. Strangelove’ (Elliott and Barry, 1994). Smirnov was apparently contacted by the FBI during the Davidian sect siege in Waco, Texas in 1993. Experts from the FBI Counter–Terrorism Center met with Smirnov in Arlington, Virginia to discuss ways of affecting the behaviour of Davidian sect leader David Koresh. Smirnov’s plan was to send subliminal messages through the phone lines during negotiations; and for targeting David Koresh the plan was to use the voice of Charlton Heston to subliminally play God (Elliott and Barry, 1994). Smirnov’s strategies, whilst sounding eccentric, are closely tied with military research into behaviour modification via wireless transmissions. Smirnov’s laboratory in Moscow is named the Institute of Psycho–Correction and using electroencephalograph scanning (EEG) he measures brain waves which he then computes to create a map of various human impulses–brain waves correlation. This data can then be used for experimenting upon affecting brain–body modification at–a–distance. Asked in a 2004 interview whether it was possible to defeat terrorism Smirnov replied that
Only informational war is capable of defeating terrorism completely. And we possess this weapon. Peoples’ actions can in fact be controlled by unnoticed acoustic influence. Look — it’s easy. All I have to do is record my voice, apply special coding, which converts my voice to mere noise and afterwards, all we have to do is record some music on top of that. The words are indistinguishable to your conscious; however, your unconscious can hear them clearly. If we were to play this music over and over again on the radio for instance, people will soon start developing paranoia. This is the simplest weapon. (Pravda, 2004)
Smirnov’s capabilities were demonstrated to U.S. observers as far back as 1991 when infra–sound — a very low frequency transmission — was shown to be able to transmit acoustic messages via bone conduction [8].
Military strategist Timothy Thomas examined these implications in his paper ‘The Mind Has No Firewall’ in which he states that ‘We are on the threshold of an era in which these data processors of the human body may be manipulated or debilitated. Examples of unplanned attacks on the body’s data–processing capability are well–documented’ [9]. He references a Russian military article on the same subject which declared that “‘humanity stands on the brink of a psychotronic war’ with the mind and body as the focus” [10]. The context here is that the human body is a complex communication system that is constantly receiving signal inputs, both external and internal. Thus,
The “data” the body receives from external sources — such as electromagnetic, vortex, or acoustic energy waves — or creates through its own electrical or chemical stimuli can be manipulated or changed just as the data (information) in any hardware system can be altered. [11]

Military thinking in this area is beginning to shift towards a systemic viewpoint which considers the human as an open system rather than as a closed, bounded system.
In this new systemic approach the human communicates with, and can be communicated by, the environment through information flows and communications media. By this understanding military thinking has begun to openly declare that ‘one’s physical environment, whether through electromagnetic, gravitational, acoustic, or other effects, can cause a change in the psycho–physiological condition of an organism’ [12]. Simpson’s investigations into the sociological discipline of communication research, which crystallised in the U.S. in the early 1950s, shows that it was financed and mentored by governmental psychological warfare programs:
Government psychological warfare programs helped shape mass communication research into a distinct scholarly field, strongly influencing the choice of leaders and determining which of the competing scientific paradigms of communication would be funded, elaborated, and encouraged to prosper. [13]

Dominance over the airwaves, and the capability to exert coercive control over information communications is a vital area in military planning. Documented and declassified evidence shows that what may have begun as a program in standardized propaganda and psychological warfare has now developed into research on wireless information targeting and ‘psychocivilized’ control practices. To this effect the term ‘psycho–terrorism’ was coined by Anisimov of the Moscow Anti–Psychotronic Center and Anisimov admits to testing such devices as are said to ‘take away a part of the information which is stored in a man’s brain. It is sent to a computer, which reworks it to the level needed for those who need to control the man, and the modified information is then reinserted into the brain’ [14]. In such cases there is concern that the ‘mind has no firewall’ and may be vulnerable to accidental, unwanted and/or rogue interventions. Thomas’s paper concludes by stating that ‘In reality, the game is about protecting or affecting signals, waves, and impulses that can influence the data–processing elements of systems, computers, or people. We are potentially the biggest victims of information warfare, because we have neglected to protect ourselves’ [15].
The Air Force Research Laboratory (AFRL) brief on this subject titled ‘Controlled Effects’ also noted the power to use the electromagnetic spectrum for wirelessly interfering into human subjects’ thinking and behaviour. By this stage the strategy had been dubbed ‘non–lethal weapons’, as explored more fully in the work of non–lethal defence at Los Alamos by retired Army Colonel John B. Alexander (Alexander, 1999). The AFRL report states that
the panel investigated the potential for using electromagnetic and other nonconventional force capabilities to achieve strategic, tactical, lethal, and nonlethal force projection ... . For the Controlled Personnel Effects capability, the S&T panel explored the potential for targeting individuals with nonlethal force, from a militarily useful range, to make selected adversaries think or act according to our needs. (AFRL, 2004)
These theories and concerns to affect command and control at–a–distance were echoing the conclusions from a much larger and significant military report that was published and made available in 1996 titled ‘New World Vistas’. ‘New World Vistas’ was a major undertaking by the U.S. Air Force Scientific Advisory Board to examine future developments in weapons, and totalled 14 volumes of studies. The fifteenth ‘ancillary’ volume concluded by putting forth some potential developments for a possible future man–machine integration. In a section dealing with ‘Biological Process Control’ the Report states that
One can envision the development of electromagnetic energy sources, the output of which can be pulsed, shaped, and focused, that can couple with the human body in a fashion that will allow one to prevent voluntary muscular movements, control emotions (and thus actions), produce sleep, transmit suggestions, interfere with both short–term and long–term memory, produce an experience set, and delete an experience set. (USAF Scientific Advisory Board, 1995)
In military–speak the term ‘experience set’ implies a person’s stored memories and life experiences; thus suggesting that such a technology could delete and then replace a person’s memories, or ‘experience set’. Research and development along these lines have so far materialised a technology dubbed by the military as active denial system (ADS).
The Active Denial System is a non–lethal, directed–energy weapon system recently unveiled by the U.S. military and which directs, or pulses, electromagnetic radiation at a frequency of 95 Gigahertz (GHz) towards the target subjects. The radiated beam of millimetre–wave energy can travel over a range of 500m and heats the water molecules in the epidermis skin up to 54C (130F) (BBC, 2007). The result can be an intensely painful burning sensation. Such a system was designed for such uses as crowd control. A fully operational and mounted system was demonstrated to journalists by U.S. military personnel at Moody Air Force Base, Georgia, on 24 January 2007. A Reuters correspondent who volunteered to be shot with the beam during the demonstration described it as ‘similar to a blast from a very hot oven — too painful to bear without diving for cover’ (BBC, 2007). The diagram below illustrates the active denial system (ADS).

These technologies show uses of wireless–to–body communication and directed energy weapons for possible military attack or defence purposes. Another area for research and development is in both military and industrial uses for operator enhancement.
Real–time brain scanning of pilots and similar operators under stress is an increasingly active area for research involving military and industrial partnerships. Since the early 1990s research has been made into detecting and interpreting brain and body signals, especially brainwaves, for computerized monitoring of pilots. This information can be used to measure pilot fatigue and to compensate for this with increased automation of the airplane in order to avoid pilot error. Initially this was conducted by measuring the pilot’s brain waves through unobtrusive sponge sensors in the flight helmet:
By measuring the amplitude of the brain waves generated, fatigue of the pilot can be recognized. By increasing the brightness of the instrumental panel lights, the amplitude of the brain waves can be returned to their normal height, thus compensating for fatigue. To get the “evoked response” from the pilot’s brain, the instrument panel lights could be made to flash so fast that the pilot would not be aware of the flashes. [16]

Researchers have said that the brain can ‘register’ up to 145 flickers per second, which can then be followed up by beaming a near infrared light into the subject’s eye, causing a spot of light to be reflected off the cornea in order to track eye movement and measure the degree of pilot concentration. This type of research, which is still ongoing, has been referred to by at least one current R&D laboratory as ‘Real–Time EEG for Operator State’ [17]. Brain monitoring of people in situations where fatigue could be fatal now involves real–time analysis and observation of motorists. A technology now being considered is one called ‘Sensation’.

This technology is non–intrusive and includes a small camera that monitors a driver’s eye movements, looking out for repeated blinking, which can be evidence of tiredness. To compliment this the driver’s seat is also lined with a material which monitors changes in body temperature. The steering wheel too checks for handling pressure. Finally, other sensors, if needed, can be fitted to the finger and ear to send out measurements of pressure to indicate fatigue and levels of concentration. The driver is now wirelessly monitored, both by camera and wireless sensors, to create a more extensive immersive driving experience (Millward, 2006).
This research and these innovations indicate that a shift is occurring in how the human is enmeshed into an increasingly information saturated environment. These developments recognise that the human body is itself becoming the most capable data–processing subject. The rest of this paper explores how these trends to envelop the body–brain into an environment of information flows are being developed into social and commercial applications.
Emotional gaming and dangerous intentions: Inside the social–civil sphere
The use of EEG brain scanning has now moved into the gaming industry with up–to–date developments in sensory gaming. Recently Emotiv publicly released information on their upcoming ‘Project Epoc’, a developmental technology that interprets electrical signals emitted by the brain and converts them into actions on a computer. In this way the user/gamer is able to direct actions via their thoughts in the online environment. Below are pictures of two prototypes which the company expects to market some time in 2008 [18].

The company Web site claims that they provide the ultimate human–computer interface and that they are pioneers in brain computer interface technology. In their press release of 7 March 2007 they state that
Emotiv has created the first brain computer interface technology that can detect and process both human conscious thoughts and non–conscious emotions. The technology, which comprises a headset and a suite of applications, allows computers to differentiate between particular thoughts such as lifting an object or rotating it; detect and mimic a user’s expressions, such as a smile or wink; and respond to emotions such as excitement or calmness. [19]

In the same press release the company foresees in the future that ‘Emotiv’s technology has the potential to be applied to numerous industries, including interactive television, accessibility design, market research, medicine, and security’ [20]. A similar corporate gaming company, NeuroSky, claims to have gone even further than Emotiv and reduced ‘the brainwave pickup to the minimum specification imaginable — a single electrode. Existing versions of this electrode are small enough to fit into a mobile phone and ... they will soon be shrunk to the size of a thumbnail, enabling people to wear them without noticing’ (Economist, 2007). The company Web site claims its ‘bio sensor and signal processing system for the consumer market’ will unlock ‘worlds of new applications such as consumer electronics, health, wellness, education and training’ [21].
Clearly there is a potential commercial market envisioned here for wireless–brain technology that goes beyond the sphere of gaming. Somewhat on the extreme to this, wireless acoustic transmissions have now been developed to ‘stop’ people from over–gaming; in other words, as a treatment for gaming addiction. In highly technologised Asian countries such as South Korea teenagers are spending an unhealthy amount of time at their computers in gaming environments. There have even been instances where gamers have died after extensively long sessions in front of a computer without a break, such as in MMORPGs (Massive Multiplayer Online Role–Playing Game). South Korean company Xtive, established in 2005, spent a year of research to develop a system of acoustic sound waves that act as subliminal transmissions during the gaming experience:
We incorporated messages into an acoustic sound wave telling gamers to stop playing. The messages are told 10,000 to 20,000 times per second ... . Game users can’t recognize the sounds. But their subconscious is aware of them and the chances are high they will quit playing ... . Game companies can install a system, which delivers the inaudible sounds after it recognizes a young user has kept playing after a preset period of time. (Tae–gyu, 2007)
This emphasises that research into techno–information flows are increasingly being developed that wirelessly interact with a person as a biological construct, utilising the already present bio–neural functioning. And this is a trend that is attracting more corporate players wishing to enter the field.
Gaming giant Sony Corporation has submitted and been granted a patent on a device for transmitting sensory data directly into the human brain. Sony’s patent describes the device as firing “pulses of ultrasound at the head to modify firing patterns in targeted parts of the brain, creating ‘sensory experiences’ ranging from moving images to tastes and sounds” (Hogan and Fox, 2005). This is based upon a technique known as transcranial magnetic stimulation that activates the nerves by using rapidly changing magnetic fields to induce currents in brain tissue. The patent also claims that this technology could give blind or deaf people the chance to see or hear. Niels Birbaumer, a neuroscientist at the University of Tübingen in Germany who has himself developed similar devices, examined the Sony patent and commented that ‘I looked at it and found it plausible’ (Hogan and Fox, 2005). Since Sony’s initial patent application in 2000 (granted in March 2003), a series of further patents have been applied for. However, this line of research is not totally new.
For several years there has been research conducted into decoding thoughts from the brain for sending signals to an external device such as manipulating cursors on a screen, which has been developed for disabled people, as in the case of Matthew Nagle (Pollack, 2006). In recent years several other companies have emerged claiming to offer brain–computer wireless interaction for either gaming purposes or for various health impairment benefits. One example is S.M.A.R.T. BrainGames, a company based in California that offers EEG caps designed to treat people with attention deficit and hyperactivity disorder. The company claims to offer superior neurofeedback technology at what it calls ‘affordable prices’ [22]. The body–brain is increasingly shifting towards becoming a biologically–enhanced data processor for wireless reception and transmission. Computer software giant Microsoft is aware of this and already ahead of the game.
In 2004 Microsoft was awarded U.S. Patent 6,754,472, titled ‘Method and apparatus for transmitting power and data using the human body’ [23]. In this patent Microsoft is granted exclusive rights to a technology that uses the electrical capacity of the human body to act as a computer network (Adam, 2004). Microsoft envisages ‘using the human skin’s conductive properties to link a host of electronic devices around the body, from pagers and personal data assistants (PDA) to mobile phones and microphones, although the company is uncharacteristically coy about exactly what it may have in mind’ (Adam, 2004). This supports what Bill Gates himself has said about the computer finally disappearing into the environment and the world around us (Gibson, 2005). This may be the ultimate wireless network, using the complete skin of the body, from fingers to toes, receiving and transmitting flows of information. The patent also proposes that an area of skin could even act as a keypad making a person capable of typing by tapping on their arm (Adam, 2004).
This is a powerful example of how technologies and technological thinking is shifting away from external hardware devices towards using the natural bio-properties of the human body for integration into a global informational environment. As way of some examples, here are just two from many of the patents filed that claim to develop wireless transmission technologies: patents 4,395,600 and 5,507,291. Patent No. 4,395,600 is titled ‘Auditory subliminal message system and method’ and is geared towards subliminal messaging to influence consumer shoppers:
Ambient audio signals from the customer shopping area within a store are sensed and fed to a signal processing circuit that produces a control signal which varies with variations in the amplitude of the sensed audio signals. A control circuit adjusts the amplitude of an auditory subliminal anti–shoplifting message to increase with increasing amplitudes of sensed audio signals and decrease with decreasing amplitudes of sensed audio signals. This amplitude controlled subliminal message may be mixed with background music and transmitted to the shopping area. [24]

In a similar manner for affecting an individual’s mental state is patent no. 5,507,291 — ‘Method and an associated apparatus for remotely determining information as to person’s emotional state’ — which comes very close to what has been discussed on military uses of information warfare:
In a method for remotely determining information relating to a person’s emotional state, a waveform energy having a predetermined frequency and a predetermined intensity is generated and wirelessly transmitted towards a remotely located subject. Waveform energy emitted from the subject is detected and automatically analyzed to derive information relating to the individual’s emotional state. [25]

In this scenario information flows are two-way with the body-brain emitting as well as receiving. Yet with the human body–brain becoming a site for data transfer and reception, there are concerns that it is increasingly becoming a target for various corporate interests. And not only corporate interests are involved in these developments, however, for there are also recent innovative technologies in this area that offer serious implications for social privacy and liberty at a state level.
At first the idea sounds like nothing more than science fiction. Indeed, it even appeared as a central feature in the film ‘Minority Report’. This is the notion of pre–cognition: to be able to know a person’s actions before those actions are committed. Yet now a team of neuroscientists have developed a technique that can scan a brain and learn from the patterns of neuronal activity what a person is thinking or intending to do. This research is the culmination of recent studies where brain imaging has been used to identify particular brain patterns pertaining to such behaviour as violence, lying, and racial prejudice (Sample, 2007). To achieve this the team ‘used high–resolution brain scans to identify patterns of activity before translating them into meaningful thoughts, revealing what a person planned to do in the near future’ (Sample, 2007). This is the first acknowledged instance of having the technical capacity to judge whether people have the intention to commit a criminal act regardless of actual hard physical evidence of the crime. According to Prof Haynes: ‘We see the danger that this might become compulsory one day, but we have to be aware that if we prohibit it, we are also denying people who aren’t going to commit any crime the possibility of proving their innocence’ (Sample, 2007). Since this technology is so new there are no current ethical or moral debates on this issue and the implications for its civil use are worrying. If developed these ‘techniques may eventually have wide–ranging implications for everything from criminal interrogations to airline security checks. And that alarms some ethicists who fear the technology could one day be abused by authorities, marketers or employers’ (Cheng, 2007).
A hypothetical situation in the future might place these scanning devices within regular x–ray scanning machines at airports. On passing through to the passenger lounge all travellers will be scanned not only for potentially dangerous physical objects but also for dangerous intentions. Yet who has not had a ‘dangerous intention’? Or rather, to quote a more familiar phrase: ‘He who is without sin among you, let him be the first to throw a stone’ [26]. In this manner all travellers will have to safeguard their thoughts at all times; who is to know whether such scanning devices are embedded into the walls of the airport lounge and corridors? Or in the toilets; on board the airplane? This uncertain and somewhat dystopian scenario is one that could shift technologised states into psycho–civilised societies where thoughts and intentions become part of terrorist discourse. This could be seen as an extreme case of convergence between the social compromises required to facilitate efficient physical–digital infrastructures and the need for securitised mobilities (Wood and Graham, 2006). It also resembles the extremity of constructing an all–inclusive technological web of complex information flows that bypasses traditional forms of interface.
This sees a shift away from earlier prototypes of the hardware–heavy cyborg, such as the early ‘wearcam’ work of Steve Mann [27], towards people actively engaging with their informational environments both in terms of security and surveillance. In some ways these developments have contributed to a rise in acts of self–surveillance, or sousveillance.
(In)Securities, self–sensoring and sousveillance: Inside the social panopticon
Fears over security and safety have reached new levels in the opening decade of the twenty–first century. It is, in all respects, a post–millennium state of insecurity. The older and more familiar paradigms of warfare and security were based upon binaries (e.g., Democracy vs. Communism; friend vs. foe). To some degree this binary distinction is still maintained and played out in media and cultural discourse as Freedom vs. Anti–Freedom, or West vs. Islam. Yet upon deeper scrutiny this manifests as an asymmetrical arrangement: order/authority vs. guerrilla non–compliance. A terror suspect can therefore no longer be easily identified as ‘the enemy’ which requires that all civilians be categorised in a state of ‘potential terrorist’. This is especially so since the notion of ‘home–grown terrorist’ is playing out the role of insurgency and resistance from within. This subtle shift in categorisation has seen a parallel move in the increase of the militarization of the civil sphere. By this I argue that civil space is increasingly becoming a ‘censor/sensored zone’ where security issues — surveillance, tracking, identification — are played out.
This zone, which mobile bodies pass through and negotiate, is characterised by a pervasive field of information, code, and signifiers that increasingly constructs the ‘social’. Such a coded environment has the potential to be extremely intrusive and goes beyond the normal ken of so–called civil liberties. Under the sway of a post September 11 scenario and amid an orchestrated ‘war on terror’ many of these intrusive technologies are in rapid development, so much so that the U.K. Government’s Information Commissioner himself states that we live in a surveillance society (Information Commissioner, 2006) [28]. These systems of tracking and tracing surveillance involve step changes that are taking place gradually in many industrialised societies, especially in the U.S. and the U.K. [29].
Developments in sensor technologies and ubiquitous computing often focus on the interfaces between person and environment such that interconnectivity is likely to become more pervasive, intrusive, and ‘everywhere’. In a seminal essay from 1996 computer engineers Mark Weiser and John Seely Brown coined the term ‘ubiquitous computing’ and envisioned the ‘social impact of imbedded computers may be analogous to ... electricity, which surges invisibly through the walls of every home, office, and car’ (Weiser and Brown, 1996). True to form, within a decade from this pronouncement computing interfaces developed from fixed locations of access to increased wireless connectivity. And it is predicted to become ever more ubiquitous in a manner that will dissolve connectivity into embedded environments (Greenfield, 2006). Greenfield considers this to be, in one form or another, an inevitability, and refers to this ubiquitous computing (ubicomp) paradigm as ‘everyware’: “Everyware is information processing embedded in the objects and surfaces of everyday life ... the extension of information–sensing, –processing, and –networking capabilities to entire classes of things we‘ve never before thought of as ‘technology’” [30]. This in turn is likely to trigger the ‘always–on’ surveillance of people in both public life and in private affairs. This inevitably blurs the boundaries between what is external and what is internal, and leads to forms of surveillance that turn inwards and emanates from the ‘self’ — an idea somewhat akin to that of sousveillance.
Sousveillance was coined by Mann (1998) who describes it as form of ‘reflectionism’ or as a ‘watchful vigilance from underneath’, which is a form of inverse surveillance. Yet it more than inverses the notion; it embellishes it with a self–reflective responsibility. For Mann, reflectionism “holds up the mirror and asks the question: ‘Do you like what you see?’” (Mann, et al., 2003). Also, in this form, it requires that surveillance is enacted as a form of self–control, as self–maintenance. It is the discipline of being inwardly secure; firstly vigilant towards the self; secondly towards other people/selves. This form of discipline seems to suggest that there is little room for negligence when watchfulness is the order of the day. Yet it also prompts the ‘user’ of sousveillance to be active and participate in the surrounding environment. Sousveillance, whilst it can encourage social responsibility, also suggests the need for the person to be guarded against unwanted intrusions and possible violations.
Mann went on to transmit, in the mid ’90s, his daily life experiences for others to experience and interact with. This created opportunities for establishing a sousveillance network between Mann and his ‘readers’, or rather social network. This participatory/social panopticon into human–environment interactions was a forerunner to how ‘wearable computing’ might one day emerge as a form of modern ‘intelligent image processing’ (Mann, 2002). Mann’s performance constructs a lived experience where the observation, recording, and dissemination of civic events have shifted towards a social panopticon, infiltrating daily physical encounters. It is a communal watchfulness of civil responsibility merged with a technical mandate for collective commentary, social analysis, and security of the self. It is also an enactment of performance ethnography, at the same time playful with notions of socialisation and breaching norms (Mann, et al., 2003).
However, the question this raises, I argue, is whether social domains might not be in danger of becoming over–sensory realms, and what may emerge as the most convenient and/or efficient strategy for coping with this. Stross’s (2002) essay ‘The Panopticon Singularity’ considers this trend in a dystopian fashion as ‘the emergence of a situation in which human behaviour is deterministically governed by processes outside human control’. Stross argues, reminiscent of Foucault, that while the effectiveness of societal surveillance is dependent on the number of people involved ‘systems of mechanised surveillance may well increase in efficiency as a power function of the number of deployed monitoring points’ (Stross, 2002). In other words, as more people join the social panopticon, or sousveillant society, this will have a knock–on effect that encourages more people to join the securitisation of the self, rather than being left vulnerable and un–sensored.
There is no denying that such panopticon devices are proliferating — they are carried around with us, increasingly as our own willing appendages. The debates at present are largely centred on surveillance, as state practices of pervasive and ubiquitous top–down monitoring of civil space, rather than forms of self–monitoring, as in sousveillance. Perhaps the next step will be further towards practices of immersive surveillance and control, as indicated in this paper as a psycho–civilized society.
The current surge in research and development of wireless sensor networks is likely to have a significant future impact upon not only how the human body is configured in terms of medical applications but, perhaps more importantly, how the human is cognitively configured in terms of the information–rich environment. One of the scenarios of ubiquitous, pervasive computing is to embed the environment with non–invasive informational systems that merge physical–digital infrastructures. Already much of our atmosphere is saturated with informational flows in various spectrum bandwidths — we are constantly walking through TV programs, mobile phone conversations, and even military broadcasts. Yet we are not decoding these transmissions. The transformation that these various scenarios in this paper suggest is that the human body is becoming re–configured — or re–wired — into a biological antenna. Not only will this greatly facilitate our access onto the Net but will also re–form the human presence, or identity, into a coded wavelength. A wavelength that is more readily readable to various technologies. This may seem far–fetched yet such a future may not be a far leap away.
Conclusion: The future a quantum leap too far?
Socio–technical evolutionary trends predict a future that is wholly immersed in and conversant with an integral informational–digitised environment. Informational flows are envisioned to go beyond the bits and bytes of present computing into the qubits (quantum bits) and subatomic circuitry of quantum computing (Schwartz, et al., 2006). Researchers into quantum computing are working with subatomic spins for exponential and staggering computational capacity. A possible future may look a little like this:
Inside the hatband is Sharon’s communication center and intelligent assistant, which has scanned and sorted the 500,000 e–mails she received overnight. By the time she reaches the car, it has beamed the 10 most urgent ones and her travel schedule to her visual cortex. The text scrolls down in the bottom of her field of vision ... . At the airport there is no ticket check–in or security line. Sharon simply walks through the revolving door, which scans her for dangerous items, picks up her identity, confirms her reservation, and delivers her gate number, all in the space of a second. (Schwartz, et al., 2006)
Perhaps the most common prediction prevalent amongst computer engineers is that computers — pervasive and non–perceptible — will be seeded and woven throughout the environment. They will be painted onto walls, on furniture and objects, inside the body, ‘communicating with one another constantly and requiring no more power than that which they can glean from radio frequencies in the air’ (Schwartz, et al., 2006). Quantum researcher and physicist Stuart Wolf anticipates that the next two decades will usher in a type of communications he calls ‘network–enabled telepathy’. Despite the fanciful name the method basically involves wearable devices (such as a ‘quantum headband’) sharing identity and downloaded information with others in the person’s social network; and all driven by the power of thought alone. However, as Wolf points out, ‘it will probably take a new generation raised to think of quantum headbands as normal for its potential to be truly realized’ (Schwartz, et al., 2006). Yet Wolf isn’t alone in his thinking.
Princeton physicist Freeman Dyson has speculated upon the possibility of what he calls radioneurology. Radioneurology refers to a hypothetical future technology of observing neural processes inside a brain by means of locally deployed radio transmitters (Dyson, 1997). For this to be feasible, speculates Dyson, requires a technology to allow for the building and deployment of small transmitters inside a living brain similar to integrated circuit technology on a silicon chip:
We know that high–frequency electromagnetic signals can be propagated through brain tissue for distances of the order of centimeters. We know that microscopic generators and receivers of electromagnetic radiation are possible. We know that modern digital data–handling technology is capable of recording and analyzing the signals emerging from millions of tiny transmitters simultaneaously. All that is lacking in order to transform these possibilities into an effective observational tool is the neurological equivalent of integrated–circuit technology. [31]

Given these speculations, and what has been discussed in this paper, it is likely that the major technology for the future is neurotechnology. The information age that emerged out of post–war technologies, and which has guided most of the technologies of the early twenty–first century, has made it possible to collect, utilize, and transfer information/data at unparalleled speeds. Communication, information, and data have been flowing at exponential rates. However, they are yet to merge into a systemic environment.
Neurotechnologies are set to change this with the rise of ‘nanobiochips’ and brain imaging and scanning technologies that will eventually lower the cost of neurological techniques and analysis as well as making the procedures efficient and profitable. Neurotechnologies, combined with wireless sensors, may possibly usher in a communications revolution greater than that caused by the arrival of the transistor and the microchip. Zack Lynch, executive director of the Neurotechnology Industry Organization (NIO), writes that ‘When data from advanced biochips and brain imaging are combined they will accelerate the development of neurotechnology, the set of tools that can influence the human central nervous system, especially the brain’ (Lynch, 2004). Although neurotechnologies are likely to be put to therapeutic and medical uses, such as for improving emotional stability and mental clarity, they also open opportunities for intrusive strategies of control and manipulation.
Part of this paper has been focused on the dangers of an increasingly wireless world. These dangers may include the potential for invasive technologies, based upon transmitted/received signals and wavelengths, to shift social order towards a psycho–civilized society. By psycho–civilised I mean a society that manages and controls social behaviour predominantly through non–obvious methods of psychological manipulations, yet at a level far beyond that of the ‘normalised’ social manipulations of propaganda and social institutions. What I refer to are the technologised methods of psychological interference and privacy intrusions in the manner of creating a docile and constrained society. And here this brings us back to the problematics involved in opening a Pandora’s box.
In this paper I have asked whether innovations in wireless and neuro–technologies are not in danger of shifting human behaviour towards a psycho–civilised society, where greater emphasis is placed upon forms of social control and pre–emptive strategies. What are the moral and ethical implications of using wireless scanning surveillance technologies for evaluating pre–emptive behaviour based on thoughts and intentions alone? Is this not a dangerous path towards psycho–terrorising the social public? As Thomas (1998) reminds us, the mind has no firewall, and is thus vulnerable to viruses, Trojan horses, and spam. It is also vulnerable to hackers, cyber–terrorists, and state surveillance. Whilst this may sound a little too far out, they are reasonable questions to ask if technologies are racing ahead of us in order to better get into our heads.
Becoming wireless also means becoming increasingly immersed within an information–saturated environment. From the evidence of present trends and developments it seems likely that a greater systemic interconnectedness and interdependence is being formed between human–object–environment facilitated through and by information flows. This may herald the coming of a ‘wonderful wireless world’, yet it may also signal unforeseen dangers in protection, privacy, and security of the human biological body within these new relationships. It is the suggestion of this paper that such issues and concerns need to become more public, visible, and open; the very opposite of these technologies.
Kingsley Dennis is a Research Associate in the Centre for Mobilities Research (CeMoRe) based at the Sociology Department at Lancaster University, U.K. His doctoral work focused on complexity theory and information communication technologies. Post–doctoral research now involves examining physical–digital convergences and how these might impact upon social processes. He is concerned with the digital rendition of identity and the implications of surveillance technologies.
