From drugs that could improve soldiers’ abilities and endurance (and others that could bewilder enemies) to devices controlled by or controlling people’s minds, these possible uses of cutting-edge neuroscience will change how wars are fought.

It's funny the technolgy already exists to do this with satellite based systems. Now it's getting a little attention so that means this technology has been in development and use for 30 to 50 years already.
